Breeze Airways is adding a new nonstop route from JAX to New York City’s Westchester Airport (HPN) starting June 30, from just $79 one way. Westchester is located just north of Manhattan.
This marks the eighth nonstop route for Breeze from JAX and the first new route announcement since the airline announced in March they would become the newest carrier at JAX, the single largest air service announcement in the airport’s history.
“We are ecstatic to see Breeze grow in Jacksonville before their first flight has taken off,” Jacksonville Aviation Authority (JAA) CEO Mark VanLoh said. “The airline’s nonstop service to Westchester Airport will provide travelers with low fares and more options when traveling to New York.”

JACKSONVILLE, FL - August 23, 2010 – The Jacksonville Aviation Authority (JAA) today approved an option to lease a hangar at Jacksonville International Airport (JAX) and a lease for a recently built spec hangar at Cecil Field.
JAA board members unanimously approved to give Brazilian airplane manufacturer Embraer an option to lease a 40,000-square-foot hangar at JAX. Embraer is one of the largest aircraft manufacturers in the world focusing on specific market segments in commercial, defense, and executive aviation.
Whether or not Embraer takes the option at JAX is dependent on the company successfully landing an aircraft contract with the Department of Defense.
“We are glad to extend a leasing option to a well-known and diversified manufacturer like Embraer,” said Deborah Pass-Durham, Chair of the JAA Board. “Brining international clients to Jacksonville is key for the continued growth and development of our airport system.”
In addition, the board approved leasing a recently completed spec hangar at Cecil Field to the United States Navy. The hangar complex, which consists of a 13,983-square-foot existing office building, 22,680-square-feet of newly constructed hangar space and over 44,000 square-feet of ramp space, has an annual rent of $240,190.
The Navy will use the facility for maintenance and repair of its aircraft.

COVID-19 safety: JAA provides allinformation related to the airport’s COVID-19 response at JaxAirportCares.com. While many procedureswere in effect at the start of the COVID-19 crisis, these enhanced protectivemeasures are currently in place for the well-being of travelers:
- Facial Coverings: Travelers are required to wear a facial covering when in the terminal, per the City of Jacksonville’s mask mandate. Masks will be provided to any traveler that may not have one available.
- Frequent cleaning of high-touch areas throughout the terminal: Janitorial staff adhere to CDC guidelines for cleaning, utilize CDC recommended cleaning solutions, and conduct frequent disinfection of high-touch areas.
- Stand-alone and wall-mounted hand sanitizers: Stand-alone and wall-mounted hand sanitizers have been installed in strategic locations throughout the terminal.

[Jacksonville, FL – 28 September 2020] At its bi-monthly board meeting this morning, the Jacksonville Aviation Authority (JAA) elected new leadership for FY20-21. Patrick Kilbane is the newly elected board chair, having previously served as board chair in 2016-2017.
Kilbane most recently served as vice-chair and succeeds Russell Thomas as chair. He is the General Counsel and a Wealth Advisor for Ullmann Brown Wealth Partners headquartered in Jacksonville Beach. He was appointed by Gov. Rick Scott in 2014 and his second full term on the board expires on Sept. 30, 2021. Kilbane also currently chairs the 4th Circuit Judicial Nominating Commission.
Ray Alfred will serve as vice-chair. Alfred most recently served as treasurer and was appointed to the board by Mayor Alvin Brown in 2014. He is the president and CEO of Emergency Responders’ Industries, Inc., and past director/fire chief for the Jacksonville Fire Rescue Department.
Michelle B. Barnett will serve as secretary. She was appointed by Gov. Ron DeSantis to the board in 2019. Barnett is an attorney and a founding shareholder with Alexander, DeGance, Barnett, P.A. She also currently serves as president of the Jacksonville Bar Association.
Jay Demetree will serve as treasurer. Demetree was appointed to JAA’s board by Mayor Lenny Curry in 2015.

[Jacksonville, FL – April 27, 2020] The Jacksonville Aviation Authority (JAA) will temporarily consolidate parking resources at Jacksonville International Airport (JAX) and dramatically reduce on-airport parking rates in the Daily/Hourly Garages and the Daily Surface Lot effective Tuesday, April 28.
Parking in the Hourly and Daily Garage will now cost $10/day, with parking in the Daily Surface Lot reduced to $7/day. These temporary rates are commensurate with what JAA charged nearly 20 years ago for parking at JAX in 2002.
While parking rates are reduced, all three economy lots will be closed. Doing so will help minimize the potential spread of COVID-19 on shuttle buses, which are frequently cleaned. The rate reduction to the Hourly/Daily Garages and Daily Surface Lot allows travelers to affordably park within walking distance of the terminal while safely adhering to social distancing guidelines.
“COVID-19 has not diminished our efforts to make air travel safer, more convenient, and more affordable for our customers. I am especially proud of our team for mobilizing quickly to consolidate our parking resources, making parking options closer to the terminal more affordable. We remain in close contact with local, state, and federal officials and our industry colleagues to look for additional ways to serve our customers and protect public health,” said JAA CEO Mark VanLoh.
For returning customers needing transportation to their cars in the economy lots, pick-up will be available on an on-call basis. Signs will be posted providing contact information for shuttle service.
The former Navy jet base is ahead of the game with continued progress into commercial space development and expects to begin launching into orbit within the year.
The plans for Cecil Spaceport have long been in the making, but there’s been little visible progress of space operations at the former U.S. naval air station on Jacksonville’s Westside. But 2020 promises to be a threshold year, according to officials overseeing the development.
“2020 is a big year,” said Todd Lindner, director of Cecil Spaceport since March 2017 for the Jacksonville Aviation Authority. Lindner, who is also a pilot, has been connected to Spaceport plans since 2006 and understands some of the skepticism.
But 2019 saw the addition of aerospace contractor Aevum Inc. for space vehicle development. The company, based in Huntsville, Ala., was awarded a $4.9 million contract from the Air Force Space and Missile Systems center to launch small satellites to low earth orbit from Cecil Spaceport, which is a “horizontal” launch point.
That’s the kind of launches similar to airplanes that take off from runways as opposed to “vertical” launch vehicles that take off from launch pads at Cape Canaveral.
Aevum’s project will eventually launch Department of Defense Space Test Program missions. Aevum joins Generation Orbit, a contractor that’s already been working on projects at the Cecil Spaceport since 2014.
Engine testing for spacecraft has already taken place at Cecil, with this year expected to see more and possibly some launches. In January, the U.S. Air Force Research laboratory completed an engine firing test at the facility. The testing of the X-60A engine was on-ground, meaning it did not take flight. But the firing of the single-stage rocket engine is hypersonic and is designed to reach Mach 5 speeds. It was tested under the oversight of Generation Orbit, JAA officials said.
Lindner said much of the activity will ultimately be determined by the Federal Aviation Administration. But the next year will bring action.
“You’re going to see some actualization,” Lindner said. “It’s still in its infancy. FAA is not going to let anything to occur that could potentially harm the non-participating public.”
In 2020 the federal government is working toward more contracts beyond what have been awarded. But the initial space flights will be substantial from existing contractors, Lindner said.
“They will be taking an aircraft with a rocket attached to it and flying it through our flight corridor and operating range over the Atlantic Ocean and releasing that rocket. It will ignite and it will go,” Lindner said.
Cecil Spaceport is not on its own in terms of oversight from the JAA, and the physical facilities are changing rapidly. There are multiple governmental entities seeking to see the spaceport succeed, Lindner said. Beyond the contractors, the “partners” include Space Florida, the Florida Department of Transportation and FAA among others.
The operations control center is a $1.8 million facility along with another $7 million for the air traffic control tower — both are being finalized. FDOT, FAA and Space Florida are combining forces to cover those costs, Lindner said.
“We have the infrastructure in place right now to accommodate operations,” Lindner said, noting the Spaceport will also be adding facilities as contractors need them for specific purposes and that process is will likely undergo multiple modifications.
Aaron Bowman, senior vice president of business development for JAX Chamber, said the First Coast has always had a solid association with the aerospace industry due to the presence of multiple military installations. But the Spaceport will be key to taking it further.
“I think it’s going to be very important,” said Bowman, former commander of Naval Station Mayport and a current Jacksonville city councilman. He said much of the space development will involve “nano satellite launching” which takes payloads into low orbit and they disintegrate upon re-entry.
“That means once companies and governments sending satellites into low orbit, if they want to maintain that capability, they will have to replace them,” Bowman said. “As far as Cecil, we’ll be one of the few on the eastern seaboard.”
Commercial spaceports are in the very infancy of development. But it’s clear that Cape Canaveral will no longer have a monopoly on space transportation development. There is already competition for developments of spaceports elsewhere.
Beyond Cecil, Camden County, Ga., is already vying for its own space transportation facility. The county announced in December it is completing its FAA application to build a commercial space launch site. The Camden County Commission said plans are being modified for smaller space vehicles.
Camden County Administrator Steve Howard said while the county has been angling for commercial space development for a couple of years, it’s best to remain versatile in the commercial space race.
“The space industry has progressed dramatically since we started this process,” Howard said. “Smaller launch vehicles and small internet and defense satellites have become far and away the biggest market segment for Spaceport Camden.”
It’s not clear how long Camden County’s FAA application and modified plans will take to process before the aviation agency makes a decision.
Fortunately for Cecil Spaceport, Jacksonville’s interests have been long running and they have a jump on the game, said JAA CEO Mark VanLoh.
“When I first came to Jacksonville [in 2018], I thought ‘Well that’s a nice gimmick,’” VanLoh said. “And all of the sudden I see and have met some of the CEOs of some of these companies and they’re serious. ... This is happening.”
Ultimately, it’s taken about 20 years to get commerce running on levels on the 17,000 acres of Cecil where the U.S. Navy turned the property over to the city. The Spaceport will help keep that at a high level, Bowman said.
“Building buildings out there is certainly exciting to me and we’ll be giving them leases. These are all going to be high-wage jobs,” Bowman said.
Spaceport could help raise the profile of Cecil, and Bowman said it’s a profile that’s been sorely overlooked.
“Many don’t give us enough credit for the aerospace that we’ve got... Now you’ve got some great options,” Bowman said. “It gives us another leg of the stool because now we’ve got this whole other industry out there. It’s a big deal.”
VanLoh acknowledged it’s hard to put a price tag on Spaceport development.
“It’s important to JAA because we were one of the first to be designated a Spaceport,” VanLoh said. “The technology has caught up. The commercial part of this has started to realize how important this is. We can’t just rely on NASA and the military to put commercial objects in orbit.”
Private industry can do it faster, efficiently and more affordably, VanLoh said.
“It’s another one of those feathers in the cap,” VanLoh said. “We want companies to relocate here for the business. Cecil is one of those assets.”
The Cecil Spaceport itself only employs about a dozen people on staff, Lindner said. Then more specialists will be hired, but it will remain a limited staff. The contractors themselves will be the big boost in employment, potentially bringing in as many as 300 workers for each company.
That’s going to be on top of about 3,400 people a day working at the Cecil industrial area for various commercial entities not associated with Spaceport.
“The bulk of economic impact is going to come from the support industries,” Lindner said ”... Payload preparation, people who are building the payloads, materials people, liquid oxygen, propellant and oxidizer industry, manufacturing, that’s going to be a huge part of the industry as well. I don’t see ours or any spaceport for that matter making a majority of their revenue from the launches themselves.”

Mayor Lenny Curry also reappointed Jay Demetree, who most recently served as board chairman, for a second four-year term on the JAA board.
Barnett is an attorney and a founding shareholder with Alexander, DeGance, Barnett, P.A. Previously, she spent six years with the law firm of Holland & Knight. She has served on the Jacksonville Bar Association’s Board of Governors since 2014 and currently serves as president-elect of the Jacksonville Bar Association. She earned her bachelor’s degree in finance from the University of Florida and her juris doctorate from Vanderbilt Law School. Barnett is appointed to a four-year term.
Demetree is president and CEO of Demetree Brothers, Inc., a leading full-service real estate developer and property manager based in Jacksonville, serving clients throughout Florida and the Southeast. He is a graduate of Georgia Tech with a bachelor’s degree in industrial management.

At its regularly scheduled board meeting, the Jacksonville Aviation Authority (JAA) announced that enplaned and deplaned passengers at Jacksonville International Airport (JAX) for fiscal year 2019 to date are the highest in the airport’s history. Commencing September 2018, through August 2019, each month had the highest number of enplaned and deplaned passengers in the airport’s history for that month.
For fiscal year to date, October 2018, through August 2019, there were 7,067,882 enplanements and deplanements at JAX, representing a 16.41 percent increase over the same period the prior fiscal year.
The board elected Russell Thomas as JAA’s board chairman effective October 1, 2019. He replaces Jay Demetree, who will continue to serve as a board member. Thomas was appointed to the board by Mayor Lenny Curry in 2015. He is the chief executive officer for Availity, a national health care technology company headquartered in Jacksonville.
Other newly elected officers include Patrick Kilbane as vice-chair, Giselle Carson as secretary, and Ray Alfred as treasurer. Kilbane and Carson were appointed to the board by Gov. Rick Scott in 2014. Alfred was appointed to the board by Mayor Alvin Brown in 2014.
“Jay Demetree’s leadership helped us make the most of the tremendous growth JAX experienced this year. Jacksonville International Airport has earneda top spot among comparably sized airports for customer satisfaction in the J.D.Power 2019 North American Airport Satisfaction Survey.

Aevum Inc., a Huntsville, Ala. company, has been awarded a $4.9 million contract from the Air Force Space and Missile Systems Center to launch small satellites to low Earth orbit (LEO) from Cecil Spaceport.
The Agile Small Launch Operational Normalizer (ASLON) 45 space lift mission will support the Department of Defense Space Test Program and other government agencies.
This will be the first Air Force mission for Aevum. The initial launch is scheduled for the third quarter of 2021. As a result, Aevum will be opening and expanding its operational facility in Jacksonville.
“This is exciting news for Cecil Spaceport that we believe validates Jacksonville’s position as an emerging player in the space industry,” said Mark VanLoh, CEO of the Jacksonville Aviation Authority, which owns and operates Cecil Airport and Cecil Spaceport.
Cecil is one of the few commercial horizontal liftoff spaceports licensed by the Federal Aviation Authority in the U.S. Aevum is the second company to enter into an operating agreement with the JAA.

The Jacksonville Aviation Authority (JAA) has begun construction on a new air traffic control tower and spaceport operations center at Cecil Airport, with completion projected in early 2021.
“The construction of our new control tower and operations center marks an exciting new development as we prepare to celebrate the 20th anniversary of the transition from NAS Cecil Field to Cecil Airport later this year,” said JAA chief executive officer Mark VanLoh. “We look forward to providing an outstanding new facility to serve the industry leaders who operate at Cecil and advance our region’s reputation for world-class aviation and aerospace opportunities.”
With a total cost of $8.9 million, the new tower will be funded by JAA and matching Florida Department of Transportation and Space Florida funding. The contractor, Walbridge Southeast LLC, has begun digging for utilities at the future base of the tower.
The current tower’s view of the airport is partially obstructed by newer hangars, but in the new tower, air traffic controllers will have unimpeded views of all 6,000 acres, including the new Fire Station 73. The current tower will be removed once the new tower is operational.
In addition to the new air traffic control tower, the spaceport operation center and mission control will house telemetry and weather monitoring equipment to support Cecil Spaceport. Cecil Spaceport is the first FAA-licensed horizontal launch commercial spaceport on the East Coast and only the eighth to be licensed in the United States.
JAA plans a commissioning ceremony which will be open to the public near the completion of the project. More details will become available as the ceremony approaches.

The Jacksonville Aviation Authority announced that Allegiant Air will begin twice-weekly service between Jacksonville International Airport (JAX) and Gerald R. Ford International Airport (GRR) in Grand Rapids, Mich., beginning Friday, Oct. 4.
Flights will depart JAX at 11:14 a.m. on Mondays and Fridays, and arrive at GRR at approximately 1:31 p.m. Flights from GRR will depart at 8:15 a.m. on Mondays and Fridays, and arrive at JAX at approximately 10:29 a.m.
This will be the first nonstop air service from Jacksonville to?Grand Rapids. With the new Grand Rapids route, Allegiant will offer service to eight destinations from JAX, mostly in the Midwest.
“Nonstop service to Grand Rapids will make it easy for Midwest travelers to see all that Northeast Florida has to offer," JAA CEO Mark VanLoh said. “It also means that our community will have direct access to one of Michigan's most beautiful cities."

In one of the first steps toward constructing a new, third concourse at Jacksonville International Airport (JAX), the Jacksonville Aviation Authority on Wednesday selected the top ranked firm to perform all design services for the project.
The Jacobs/RS&H team was ranked as the most qualified of the six proposals submitted. JAA and the Jacobs/RS&H team will now negotiate a contract, which will be presented to an Awards Committee before final approval by JAA CEO Mark VanLoh.
Meanwhile, JAA anticipates selecting a Construction Manager at Risk in the next several weeks to construct Concourse B.
JAA is adding a third concourse to meet the growing demands of air travel into and out of Jacksonville. A record number of passengers flew through JAX in March, marking 18 consecutive months of year-over-year growth.

March2019 was the busiest month, not just the busiest March, in the history of JacksonvilleInternational Airport. A total of 664,479 passengers, including 329,674 enplanementsand 334,805 deplanements, passed through the airport in March.
March’s recordnumbers represent a continuation of 18 consecutive months of year-over-yeargrowth at JAX, dating from October of 2017. Moreover, every month since August2018 has set all-time passenger records for that month in JAX’s history –August 2018 was the busiest August ever, September 2018 the busiest Septemberever, etc.

Beginning Friday, April 19, the Jacksonville Aviation Authority (JAA) initiates a major repair and refurbishment project in the airport parking garages, resulting in temporary closures to portions of the facilities as work progresses. Work begins in the Hourly Garage and will continue through the Daily Garage.
The first section of the Hourly Garage closing to public parking is the southside of the 3rd and 4th floor, and the departure level entrance to the garage. For the duration of the project, customers should follow posted signage to access available parking.
Once work in that area is completed and reopened, other areas of the parking garage will close incrementally for refurbishment until the project is completed in late-2020.
Passengers are advised to allow additional time to find parking, in case their first option is not available. Arriving 2 hours before departure is recommended to ensure enough time for parking, check-in and getting through security.
For those people picking up arriving passengers, the cell phone lot offers free parking until the passenger is at the arrivals curb.

April 3, 2019 – A new economic impact study by the Florida Department of Transportation (FDOT) found that Jacksonville Aviation Authority’s (JAA) four-airport system contributes more than $6 billion annually to the local economy.
The Florida Statewide Aviation Economic Impact Study measured the benefits of on-airport impacts, visitor spending impacts, and multiplier impacts of Jacksonville International Airport (JAX), Jacksonville Executive at Craig Airport (JAXEX), Cecil Airport, and Herlong Recreational Airports.
“As this FDOT study shows, our aviation system is a significant contributor to Northeast Florida’s economy,” said JAA CEO Mark VanLoh. “The expected growth at each of our four airports will continue fueling the region’s financial health.”
The report was prepared as part of the Florida Aviation System Plan’s (FASP) 2018 update and provided the estimated annual economic impact on Florida’s 20 commercial service airports, 100 public-use general aviation airports, and 11 military aviation facilities. A total economic impact of $175 billion dollars is generated annually by aviation in Florida.
Jacksonville International Airport (JAX) generates $3,194,422,000, the highest economic impact of the four airports the JAA operates. It supports 26,396 jobs generating a payroll of close to one billion dollars. The airport also offers educational tours and an internship program through local colleges.
The Jacksonville Executive at Craig Airport (JAXEX) created 885 jobs, establishing a payroll of close to $33 million and provides an economic impact of over $100 million. Given its location between downtown Jacksonville and the beach, the airport attracts corporate and business users, and is home to several flight schools.
Cecil Airport provides Northeast Florida with an economic impact of close to $3 billion, over 11,000 jobs and a total payroll of close to $700 million. Cecil Airport is a public joint civil-military airport and spaceport serving military aircraft, corporate aircraft, general aviation, and air cargo.
Herlong Recreational is JAA’s smallest airport but still provides Florida with an economic impact of $52,471,000 and created 379 jobs with a total payroll of over $16 million. This airport has been Northeast Florida’s primary location for light sport aircraft, skydiving, gliders, and other experimental aircraft since the 1960’s. It is home to the Soaring Society Glider Club and supports a private charter company, a flight school, skydiving business, and a maintenance shop.

The Airports Council International (ACI), the trade association ofthe world’s airports, announced the winners of the 2018 Airport Service Quality(ASQ) Awards and JAX Airport ranked among the best North American Airports for customersatisfaction.
“Despite challenges brought on by record growth, the JAX airport communityincreased efforts to deliver world-class service to more passengers than anyyear in our history,” Jacksonville Aviation Authority CEO Mark VanLoh said.“Looking toward the future, we believe ongoing facility upgrades will ensurecontinued customer satisfaction.”
The ASQ program is unique asthe airport industry’s only global benchmarking program measuring overallsatisfaction of passengers at the airport. The statistically-valid survey ofpassengers covers over 30 areas of the customer service experience includingcheck-in, security, wayfinding, food & beverage, cleanliness, and more. Theresulting database allows for a comprehensive analysis of the customer serviceexperience at each participating airport.

January 24, 2019 – The Jacksonville Aviation Authority (JAA) announced that Jacksonville International Airport (JAX) passenger traffic reached a new high in 2018, its 50th anniversary year. The 6,460,253 travelers eclipsed the previous record of 6,319,501, set in 2007. Additionally, seven of the 12 months of 2018 set records for monthly passenger traffic at JAX.
“This is an excellent milestone for our organization and Jacksonville as a whole,” said JAA CEO Mark VanLoh. “It’s reflective of the quality work done by the entire JAA team as well as Jacksonville’s status as a dynamic and attractive city.”
The 6.4 million passengers represent a nearly 900,000-passenger increase over 2017, a 16% bump. VanLoh attributes the growth to a number of factors, including carriers adding new destinations, increased flight frequency to existing destinations, larger aircraft flying existing routes, and Frontier and Spirit airlines starting service at JAX.
Moving forward into 2019, JAA expects continued growth as well as customer service enhancements. Southwest has transitioned from weekend-only seasonal service to daily nonstop service to Dallas-Love Field; Spirit starts daily nonstop service to Baltimore and Fort Lauderdale on February 14; Frontier nonstop service to Raleigh-Durham begins April 30; and “The Club JAX”, a shared-use lounge, is expected to open in the terminal during the early summer.

Frontier Airlines is adding another non-stop destination from Jacksonville International Airport (JAX).
Beginning April 30, Frontier will operate three weekly flights to Raleigh-Durham (RDU), North Carolina, on Tuesday, Thursday and Sunday, using an A320 aircraft.
The airline currently offers non-stop service to Denver, Las Vegas, Minneapolis, Chicago O’Hare, Philadelphia, St. Louis and Trenton.

The Jacksonville Aviation Authority (JAA) Board of Directors today unanimously selected Mark VanLoh as the agency’s next CEO. He succeeds Steve Grossman, who retired after nine years as JAA’s chief executive.
Addressing those gathered at today’s monthly board meeting, VanLoh said he’s excited to join JAA and continue to build on the authority’s growth. He takes over leadership of the four-airport aviation system Monday, December 3.
VanLoh has a long history running airports. He has been President and CEO of the Tulsa Airports Authority since February 2017. Previously, he served 12 years as Director of Aviation for the city of Kansas City, Missouri, and President and CEO of the Chattanooga Airport Authority for nearly three years.
VanLoh earned a B.S. degree in Business Administration, Aviation and Economics from Minnesota State University, Mankato. He served in the U.S. Army, 1st Calvary Division from 1978 to 1981.
The aviation authority’s outside executive search firm, ADK Consulting & Executive Search, received 73 applications for the position. The firm narrowed the list to the top four candidates, each of whom was individually interviewed and ranked by the selection committee members. ADK President and CEO Doug Kuelpman noted that VanLoh was the clear winner in the rankings.

The Jacksonville Aviation Authority (JAA) today unanimously selected Rusty Chandler to serve as interim CEO while the board searches for a replacement to Steve Grossman whose last day in the office is at the end of October.
Chandler is the Chief of Cecil Airport and general aviation, and is not seeking the job as permanent CEO. He joined JAA in 1998, after retiring from the U.S. Navy.
Grossman has served as CEO of the four-airport aviation system for the past nine years. He previously served as director of aviation at the Port of Oakland. During his tenure, JAA has experienced unprecedented passenger and revenue growth, and received top ratings for its customer satisfaction.
The JAA Board also selected new officers for the 2018-2019 fiscal year, which begins Oct. 1. Jacksonville businessman Jay Demetree was elected as Chairman. Russ Thomas, Availity CEO, will serve as Vice Chairman. Ray Alfred, president and CEO of Emergency Responders’ Industries Inc., will serve as Secretary. Frank Mackesy, University of North Florida’s Director of Public Safety and Security/Police Chief, was elected Treasurer.

At today’s board meeting, the Jacksonville Aviation Authority (JAA) Board of Directors approved a contract for the development of a new premium lounge at Jacksonville International Airport.
Plano, Texas-based ALD Development Corporation will invest a minimum of $1 million to develop, manage and operate the 2,726-square-foot facility, which will have seating for 49 guests.
The Club JAX will offer hot and cold buffet featuring menus from local Jacksonville chefs and a variety of seating for relaxation, privacy, productivity and dining. The facility, which is expected to open in early 2019, will have two restrooms, including showers, and a children’s play area with age-appropriate video games, TV and books.
ALD is the largest U.S. independent shared-use lounge developer with a network of 18 airport lounges across 13 airports worldwide.
In other actions, the JAA Board approved the selection of Jacksonville-based ADK Consulting to conduct the executive search to replace JAA CEO Steve Grossman who is retiring at the end of the year. ADK, which specializes in executive searches for the aviation industry, scored the highest among the six firms responding to JAA’s Request for Proposals.
The board also voted to accept a $1.8 million matching grant from Space Florida to design and construct a Space Operations Control Center, a Payload Preparation Facility and a Rocket Motor Testing Facility at Cecil Spaceport.

Jacksonville Aviation Authority (JAA) today announced that Chief Executive Officer (CEO) Steve Grossman will retire at the end of 2018. Grossman became JAA CEO in September 2009, and oversees the operation, maintenance,development and marketing of all Authority assets, including Jacksonville International Airport (JAX), Cecil Airport/Spaceport, Jacksonville Executive at Craig Airport (JAXEX) and Herlong Recreational Airport. He also provides policy recommendations to the JAA Board of Directors and serves as the primary JAA representative to the community.
Under Grossman’s leadership, JAA achieved operating profit margins of at least 30 percent each year.

Governor Rick Scott announced the reappointment of Giselle Carson and Patrick Kilbane to the Jacksonville Aviation Authority (JAA) Board of Directors.
Carson, 49, of Jacksonville, is an attorney and shareholder with Marks Gray PA. Carson received her bachelor’s degree from McGill University and her law degree from the Florida Coastal School of Law. She is reappointed for a term beginning November 21, 2017, and ending September 30, 2021.
Most recently, Ms. Carson was elected Board Chair for fiscal year 2017-2018, beginning October 1, 2017.
Kilbane, 38, of Jacksonville, is a financial advisor with Ullmann Brown Wealth Advisors. He received his law degree from the University of Notre Dame. announced today it will offer daily nonstop service between Jacksonville International Airport (JAX) and Denver International Airport (DEN), beginning April 9, 2018.

A team of assessors from the Commission for Florida Law Enforcement Accreditation (CFA) will arrive November 7, 2017, to examine all aspects of the Jacksonville Aviation Authority Police Department’s (JAAPD) policies and procedures, management, operations, and support services, Director of Public Safety Mark Stevens announced today. The JAAPD has to comply with approximately 260 standards in order to receive accredited status. Many of the standards are critical to life, health and safety issues.
As part of the on-site assessment, agency members and the general public are invited to offer comments to the assessment team. A copy of the standards is available through Jacksonville Aviation Authority Public Information Officer at 904-741-2000.

The Accreditation Program Manager for JAAPD is Officer Maria Rayburn. She said the assessment team is composed of law enforcement practitioners from similar agencies. The assessors will review written materials; interview individuals; and visit offices and other places where compliance can be witnessed. The CFA Assessment Team Leader is Lieutenant Mark Buffington from the Indian River County Sheriff’s Office. Other team members are Officer Laura Chitty from the Casselberry Police Department and Mr. Rick Gaylord from the Ormond Beach Police Department.
Once the CFA’s assessors complete their review of the agency, they report back to the full Commission. If deemed in compliance with all standards, JAAPD will earn accredited status for three years.
While a voluntary process, accreditation is a highly prized recognition of law enforcement professional excellence.

The Jacksonville Aviation Authority (JAA) Board of Directors today unanimously elected Giselle Carson as chairwoman for the 2017-2018 fiscal year, which begins Oct. 1.
Carson is a shareholder at the Marks Gray law firm in Jacksonville where she is a recognized business immigration and compliance attorney. She was appointed to JAA board by Gov. Rick Scott, and replaces Patrick Kilbane, who will continue to serve as a board member.
The other newly elected officers include Jay Demetree as vice chairman, Russell Thomas as secretary and Teresa H. Davlantes as treasurer.
JAA's Board of Directors is comprised of seven members. Three members are appointed by Jacksonville's mayor while the other four are appointed by the governor of Florida. Each board member can serve up to two consecutive four-year terms.

New Company Makes Florida debut at JacksonvilleInternational Airport (JAX)

The Jacksonville International Airport (JAX) opened the first phase of its new exhibit, “Jacksonville Takes Flight: North Florida Aviation History from 1878 to 1941.”
Featuring the area’s aviation milestones and memorabilia from an era when Florida was sparsely populated and Jacksonville was the state’s “big city”, the new space also allows travelers to view aircraft movement on the ramp.
Phase I of the exhibit begins on January 28, 1878, when a hot air balloon containing one man was sighted floating a “mile high” over the city at 5:00 p.m., and ends on the eve of World War II, when the military created bases bigger than most Florida cities.
Phase II of the gallery exhibit will begin at the end of World War II, and conclude with the most recent accomplishments. This phase should be completed in 2018, when JAX celebrates its 50th anniversary at its current location.
In addition to a wall mural featuring highlights and photos of significant events in Jacksonville’s aviation history, seven cases display a variety of aviation artifacts. Travelers can also access interactive display monitors that reveal more interesting information about our area’s long term relationship with aviation.
Visitors are welcome to enjoy the pre-security museum located next to the center courtyard food court. It is open daily from 5:00 a.m. to midnight.

The Jacksonville Aviation Authority (JAA) announced a parking rate adjustment at Jacksonville International Airport (JAX) for the first time since 2011.
The rate adjustments become effective on June 1, 2017, and include free parking for the first 30 minutes in the Hourly Garage.
Daily rates in the Economy Lots remain the same at $5.
Incremental parking for the first day in the Hourly and Daily Garages and the Daily Surface Lot changes from $1.50/20 minutes, to $2.00/30 minutes.
Subsequent days are charged at flat rates at each facility.
In the Hourly Garage, the daily rate is $20.00/day, up from $18/day.
Daily rates for the Daily Garage rose $1.00 to $15.00/day.
The Daily Surface Lot is $9.00/day, a $1.00 increase.
The daily valet parking rate increased to a flat $24.

Jacksonville International Airport (JAX) will open a temporary office for travelers wishing to sign up for the Transportation Security Administration (TSA) Precheck program. Just in time for the busy summer travel season, passengers can enroll in TSA Precheck at the airport terminal from May 15 – May 26.
TSA Precheck allows individuals to travel securely and efficiently without having to remove items such as shoes, belts and light jackets or liquids and laptops from their luggage.
Passengers can begin the application process online now, then make an appointment to complete enrollment in TSA Precheck at a pre-security office located near the information booth in the terminal.
Appointments can be made for the following dates and times:
•May 15 – 17: 10:00 a.m. – 3:00 p.m. and 4:00 p.m. – 7:00 p.m.
•May 18 – 19: 7:00 a.m. – 11:00 a.m. and 12:00 p.m. – 4:00 p.m.
•May 22 – 26: 8:00 a.m. – 12:00 p.m. and 1:00 p.m. – 5:00 p.m.
Only after obtaining a “Known Traveler Number” (KTN) will passengers be able to use the TSA Precheck lane. Receiving the KTN could take several days.

The Jacksonville Aviation Authority signed an agreement with Lyft Inc. to become the first transportation networking company to legally pick up fares at Jacksonville International Airport (JAX).
The agreement begins May 1, 2017 and runs through April 30, 2018.
“Our customers, the traveling public, are requesting access to ridesharing companies like Lyft at the airport,” said JAA CEO Steve Grossman. “And even though the city of Jacksonville and the state of Florida have been exploring legislation to regulate transportation networking companies, we thought it best to proceed with an agreement that establishes rules and regulations and provides revenue to the airport.”

The agreement with Lyft requires that all Lyft drivers must have a valid Florida driver’s license and valid personal automobile insurance meeting the minimum requirements for the State of Florida. They must have completed a DMV record check and criminal history check. And their vehicle must pass a 19-point inspection.
Lyft will use a Geo-Fence technology to ensure accurate reporting of passenger drop offs and pickups. As a Lyft vehicle enters the airport property, the driver’s phone pings the airport, which then records the activity.
“This is an important transportation feature for our customers, and equally important protection for the airport and the authority,” said JAA Chairman Patrick Kilbane.

The Airports Council International (ACI), the trade association of the world’s airports, announced the winners of the 2016 Airport Service Quality (ASQ) Awards and JAX Airport ranked first among North American Airports for Customer Service.
JAX also ranked third worldwide for ASQ’s “Best Airport by Size” in the five to 15 million annual passengers category. This marks the first time JAX received this distinction.
“These awards validate our team approach to customer service where the entire airport community has a stake in our travelers’ experience,” Jacksonville Aviation Authority CEO Steve Grossman said. “It also confirms the value of listening to our travelers and adapting to their needs.”
The ASQ program is unique as the airport industry’s only global benchmarking program measuring overall satisfaction of passengers at the airport. Implemented at over 320 airports worldwide, the ASQ is a statistically-valid survey of passengers at the airport. The in-depth survey covers 30 areas of the customer service experience including check-in; security; wayfinding; food & beverage; and more. The resulting database allows for a comprehensive analysis of the customer service experience at each participating airport.

Economy Lot 2 (E-2) is now closed in preparation for installation of a new parking system. The closure is expected to last several months.
Once all vehicles exit the lot, crews will clean up storm and other debris before the project begins in March.
Signage placed along Pecan Park Road will direct customers to park in Economy Lot 1 (E-1), which has ample parking spaces available. Free shuttle service between E-1 and the terminal will continue to operate as normal.
E-2 is the first of JAX’s five public parking facilities to receive the system overhaul. Improvements include replacement of all gates and equipment, ability to integrate with SunPass and easy payment using either a pay-on-foot station in the terminal or upon exit. In addition, a new License Plate Recognition (LPR) System will confirm actual parking time in the event of a lost ticket.

Navigating through Jacksonville International Airport (JAX) has never been easier with the official release of the “JAX Airport” app, now available for both Android and iOS devices.
The new app has a multitude of features to assist travelers through every aspect of their airport experience. These include flight information, a comprehensive list of shops and restaurants at JAX and an interactive map of the ticketing, baggage claim and gate areas.
Over the last several years, there has been an upward trend in the number of users accessing the JAX website, www.flyjax.com, from mobile devices. The app was developed to meet the needs of passengers desiring information on-the-go.
“We strive to enhance the airport experience for our passengers,” Jacksonville Aviation Authority CEO Steve Grossman said. “With so many people using mobile devices, an airport-specific app seemed to fill a need.”

Travelers now have a new dining option when flying out of Jacksonville International Airport (JAX) –The Great American Bagel, has officially opened in time for the holiday travel season by Host-Lee JAX FB, LLC, a joint venture partnership between HMSHost and Lee Wesley Group.
The Great American Bagel is an award-winning bagel bakery and deli concept specializing in big, fresh bagels mixed from scratch and steam-baked daily. The new eatery is located pre-security in the Center Courtyard next to Burger King.
The pre-security food court area recently underwent a renovation. New terrazzo flooring designed to match the rest of the terminal and modern furniture now gives the area a more inviting look.
“We believe The Great American Bagel is a welcome breakfast and lunch option our travelers and those waiting for them will appreciate,” Jacksonville Aviation Authority CEO Steve Grossman said.
“HMSHost is very excited about opening The Great American Bagel for Jacksonville travelers to enjoy,” said HMSHost Vice President of Business Development Stephen Douglas. “The airport is a great partner and the upgrades that have taken place will serve travelers well for many years to come.”
This is the ninth new concession concept or remodel at JAX in 2016. New vendors such as “Made in JAX”, Amelia Island Market Place, Best Buy Express and Benefit Cosmetics have appeared in-terminal, while InMotion, Starbucks, Burger King and CNBC News Stand all underwent remodeling.
Travelers can expect to see additional changes over the next several months as HMSHost, the airport’s master concessionaire, replaces old dining concepts with new ones. Post-security upgrades to Chili’s Too and significant changes to the Budweiser Track and Grill and the food court are also forthcoming.

Jacksonville International Airport officially opened a new, in-terminal amenity for four legged travelers: a pet and service animal relief area. The animal relief area is located post security and offers a place for pets and service animals to relieve themselves while waiting for flights.
Strategically located between concourses A and C, the roughly 22’ x 36’ area includes an 8’ wide entrance corridor, a mock front porch area with seating, handwashing sink, pick-up bag dispenser and waste receptacle.
“We know there are many pets and service animals traveling through our airport,” said Steve Grossman, CEO of Jacksonville Aviation Authority, “and we’re pleased to offer this amenity to make their experience at JAX even more enjoyable.”
Sporting a colorful fire hydrant, the pet relief area is made of an artificial K9 turf product that drains so it can be hosed down. Beneath the K9 turf, the floor slopes to a sanitary sewer drain, and an automatic system flushes the area every 45 minutes. The space has its own dedicated air handling equipment to keep it odor free.
The airport’s PA system has been extended to the area so passengers can hear announcements, and it is also monitored by a CCTV system.
An existing pet relief area is located outside baggage claim on the southside of the terminal, and the new facility provides a relief area in the secured area of the airport.

Jacksonville Aviation Authority today announced its unaudited financial results for the fiscal year ended September 30, 2016.
For Fiscal Year 2015-2016, JAA posted revenues of $79.6 million, a 6 percent increase over revenues of $75 million in the previous year. Operating income jumped 11 percent to $30 million, from $27 million a year earlier.
Total enplanements for the FY 2015-2016 were 5.6 million, a 3 percent increase over the prior year.
“We are very pleased with these operating results,” said JAA CEO Steve Grossman. “With an improving aviation landscape, we have continued to aggressively market our wonderful assets, while holding the line on expenses.”
JAA also announced that Ross Jones has joined the authority as Director of Finance. He is replacing Diane Pinkerman, who is retiring. Jones, a CPA, most recently served as Manager of Tax Reporting and Planning at Rayonier Advanced Materials.
JAA owns and operates Jacksonville International Airport, Cecil Airport, Jacksonville Executive at Craig Airport and Herlong Airport.

Jacksonville Aviation Authority (JAA) has announced that travelers can sign up for the Transportation Security Administration (TSA) Precheck program at Jacksonville International Airport (JAX) during a limited period this fall.
TSA Precheck allows individuals to travel securely and efficiently without having to remove items such as shoes, belts and light jackets or liquids and laptops from their luggage.
For a two-week period, passengers can make an appointment to enroll in TSA Precheck at a temporary office located in the JAX terminal, but must first begin the application process online.
Appointments can be made for the following dates and times:
•October 24-28 – 7:00 a.m. to 4:00 p.m.
•October 31 – November 2 – 10:00 a.m. to 7:00 p.m.
•November 3-4 – 8:00 a.m. to 5:00 p.m.
Passengers are fully enrolled in Precheck only after they obtain a “Known Traveler Number” (KTN), which could take several days to receive.
“We are delighted to provide this convenient option to travelers coming through our airport,” said JAA CEO Steve Grossman. “TSA Precheck is a great way for passengers to ease the transition through security checkpoint when they travel to and from JAX.”

The Jacksonville Aviation Authority announced that Jacksonville International Airport (JAX) has been inducted into the Airports Council International (ACI) Director General’s Roll of Excellence for consistently delivering excellence in customer service.
The award recognizes airports worldwide that received high marks from passengers who participated in ACI’s Airport Service Quality (ASQ) Surveys.
The ACI ASQ Survey measures passengers’ appraisal of 34 key performance indicators on the day they travel, allowing airports to get an accurate picture of traveler sentiment. ASQ has been designed for airports of all sizes seeking to measure their passenger service performance and to benchmark it against other airports with the overarching objective of offering more effective, efficient and profitable ways to serve the flying public.
In addition to JAX, this year’s other inductees include: Sir Seewoosagur Ramgoolam International Airport (Mauritius);Upington Airport (South Africa) and Wuhan Tianhe International Airport (China).
“This is a wonderful recognition for the excellent customer service our employees provide to the traveling public every day,” said JAA Chairman Ray Alfred. “I would like to congratulate the JAA team for all their hard work.”
The ACI ASQ Survey, which has won universal recognition as the world-class benchmarking program, has grown steadily since its inception in 2006. The Jacksonville Aviation Authority announced that Cecil Airport has won General Aviation Airport Project of the Year from the Florida Department of Transportation for development of the eastside of the airport.
The purpose of the Eastside Roadway and Taxiway was to open up the east side of Cecil Airport to future development. The taxiway, designed for the largest aircraft anticipated to use the airport, extends 1,000 feet east and 3,000 feet north from the end of Runway 18L.
The roadway, located 1,500 feet east of the taxiway, extends 1,200 feet south from 103rd Street. The roadway work also included extension of utilities.
The Eastside Roadway and Taxiway Project also included 150 acres of clearing between the two facilities for future development.
The total project cost for the taxiway was $4.1M, and was funded at 88 percent by the FAA, 6 percent by the FDOT and 6 percent by JAA. The roadway and clearing cost was approximately $3.8M, and was funded by FDOT at 41 percent and JAA at 59 percent.
Each year FDOT recognizes “superior” achievement in both General Aviation and Commercial Service airport projects by selecting the Airport Project of the Year in each category. Among the criteria for selection, the project has to contribute to the mobility of people and goods, contribute to the well-being of the community, demonstrate resourcefulness in planning, provide benefits to the physical environment and be cost effective.
“This is wonderful recognition of the great work produced by our JAA staffers and our consultants and contractors,” said JAA CEO Steve Grossman. “This project positions Cecil Airport for continued growth and job creation.”

New Start Date Gives Canadians Nonstop Option to Attend THE PLAYERS Championship
Air Canada’s recently announced nonstop service between Jacksonville International Airport (JAX) and Toronto Pearson International Airport (YYZ) will begin May 7 instead of May 21, 2016, as originally anticipated.
The new start date provides Canadian tourists a nonstop option to attend one of the First Coast’s marquee events, THE PLAYERS Championship, which begins May 10.
"We are thrilled with this new service and schedule," said Matt Rapp, executive director of THE PLAYERS. "As we continue to grow our national and international fan base, a non-stop flight option from Canada will help give our neighbors to the north an easier way to be a part of history at THE PLAYERS in May as we showcase the very best field in golf on an incredible course."
“Many Canadians love golf almost as much as going to Florida, so we are very pleased to adjust our schedule to accommodate fans attending THE PLAYERS. Air Canada made the announcement this morning. The year-round service is currently scheduled for the weekends on a two-cabin Embraer ERJ-175.

August 22, 2011 - The Jacksonville Aviation Authority (JAA) announced that the number of passengers traveling through Jacksonville International Airport (JAX) advanced nearly 4 percent in July.
During the month ended July 31, the total number of passengers departing and arriving at JAX was 531,390, a 3.95 percent increase over July 2010. The current year-to-date number of passengers through the end of July was 3.3 million, a slight 0.2 percent decrease over the same 12-month period a year earlier.
The total number of daily departures at JAX in July was 105. That’s a 7 percent increase over the 98 daily departures in July 2010.
“During these tumultuous economic times, it’s encouraging to report an uptick in monthly passenger traffic,” said Michael Stewart, Director of External Affairs for the JAA. “We are particularly pleased that JetBlue’s new daily service to San Juan, which began in May, has been exceeding expectations. And while it’s only been a couple of months since Southwest began non-stop service to Denver, indications are it’s off to a good start.”
As passenger traffic picks up, customers can enjoy amenities at the airport such as free wi-fi, a preferred traveler lane through security, premier and frequent parker programs. Improvements to the terminal continue as all the carpeting is being removed and new terrazzo flooring installed.
October 28, 2015: Jacksonville businessmen Jay Demetree and Russ Thomas have been appointed to the Jacksonville Aviation Authority (JAA) Board of Directors by Mayor Lenny Curry.
Demetree, a Jacksonville native, is president and CEO of Demetree Brothers, Inc., a leading full-service real estate developer and property manager based in Jacksonville, serving clients throughout Florida and the Southeast. He is a graduate of Georgia Tech with a Bachelor of Science in Industrial Management.
Demetree will serve a full term until September 30, 2019.
Thomas is Chief Executive Officer of Jacksonville-based Availity, a health care business that provides solutions to a growing network of more than 900,000 physicians and allied care providers, 2,700 hospitals, and more than 600 technology partners with health plans nationwide. He earned his Bachelor of Arts degree from Virginia Tech and his Juris Doctorate from the University of Virginia.
Thomas, who is filling the unexpired term of former board member Ernie Isaac, will serve until September 30, 2017.
JAA's Board of Directors is comprised of seven members who serve four-year terms. Four are appointed by the governor of Florida and three by the mayor of Jacksonville.

Jacksonville Aviation Authority (JAA) today elected Ray Alfred as JAA Board of Directors chairman for the 2015-2016 fiscal year, which begins Oct. 1.
Alfred, President/CEO of Emergency Responders’ Industries, Inc., is a former Fire Chief for the Jacksonville Fire Rescue Department and Fire Chief for Washington, DC.
The other newly elected officers include Patrick Kilbane as vice chairman, Teresa Davlantes as secretary and Giselle Carson as treasurer.
The board is comprised of seven members. Three members are appointed by Jacksonville's mayor while the other four are appointed by the governor of Florida. Each board member can serve a maximum of two consecutive 4-year terms.

American Airlines will begin twice-daily nonstop service from Jacksonville International Airport (JAX) to New York’s LaGuardia Airport (LGA) beginning December 17.
The new route is now available for bookings. American will operate an E170 aircraft on the route. The E170 aircraft is a two-class aircraft with 69 seats.

The Jacksonville Aviation Authority (JAA) is preparing for the Thanksgiving holiday travel season by opening the Economy Lot 3 at Jacksonville International Airport (JAX). For a flat fee of $20, customers can park from Wednesday, November 26, through Tuesday, December 2, or until the lot fills up. The fee is payable upon entry with cash or credit card.
This special events lot will operate on a first-come, first-serve basis and may close without notice. Free shuttle service is available through December 2. Vehicles remaining in Economy Lot 3 after December 2 may be towed at the owner’s expense.
Travelers should arrive at least two hours before their flight to allow additional time to locate parking since the first parking choice may not be available.
Other parking options include Economy Lots 1 and 2 ($5.00 per day), Daily Surface Lot ($8.00 per day), Daily Garage ($14.00 per day), Hourly Garage ($18.00 per day) or Valet Parking (. All prices include tax.
JAA recommends that travelers who meet and greet their families/friends use the hourly garage, if available. Another option is to wait in the free courtesy cell phone waiting lot, located next to the JAA’s administration building, until family/friends arrive.

This week’s announcement that Allegiant Air will begin non-stop service from Jacksonville International Airport (JAX) in early 2015, is good news for local travelers.
“We are very excited to welcome our newest carrier, Allegiant Air, to Jacksonville International Airport,” Jacksonville Aviation Authority (JAA) Executive Director/CEO Steve Grossman said. “Their nonstop service to Pittsburgh and Cincinnati gives Northeast Floridians more options when traveling to the Midwest.”
Beginning February 12, 2015, Allegiant will fly non-stop to Cincinnati, Ohio, on Thursdays and Sundays.

JACKSONVILLE, October 8, 2014 – Jacksonville Aviation Authority and its four airports generate approximately $3.1 billion in annual economic impact for the local community, according to the 2014 Florida Department of Transportation Aviation Economic Impact Study.
That level of economic activity represents a 7 percent increase since the study was last conducted in 2010.
Economic output at Cecil Airport, which has experienced significant growth of the past several years, jumped 35 percent to $720 million, from $531 million in 2010. Jacksonville International Airport generated $2.2 billion in economic activity, while Jacksonville Executive at Craig Airport contributed $132 million and Herlong Recreational Airport produced $22 million.
The FDOT study found that aviation in Florida is responsible for an estimated $144 billion in annual economic activity.
The study measured all aviation-related economic impacts that take place on an airport such as on-airport tenants (businesses and government agencies), airport construction, and airport management, as well as off-airport impacts, such as those that are associated with visitor spending.
“This study highlights aviation’s significant economic benefit to Jacksonville and the state of Florida,” said JAA Director of External Affairs Michael Stewart, who also serves as president of the Florida Airports Council. “Our airports generate thousands of good paying jobs and opportunities to countless businesses.”
Among the airport activities measured in the study are: construction, military operations, air cargo, aviation education, aviation manufacturing and federal agencies such as Federal Aviation Administration (FAA) and Transportation Security Administration (TSA).
On Wednesday, October 1, 2014, from 9:00 a.m. to 1:00 p.m, the Jacksonville International Airport will conduct its triennial emergency preparedness exercise.
The exercise allows the airport and first response agencies to evaluate emergency response systems, techniques, capabilities, and communication networks as they relate to a major aircraft incident.
While this training is required for U.S. airports by the Federal Aviation Administration (FAA), each participating agency has the opportunity to evaluate and refine their training skills as well.
This particular exercise will involve over 20 different city and state agencies, including JFRD, JSO and area hospitals. In addition, approximately 100 volunteers will take part in the exercise playing the roles of victims.
Because this drill involves many "victims," there will be numerous emergency vehicles in and around airport property. Those arriving or departing from the airport should use caution and follow officer instructions and all directional signage. A temporary road closure will be in effect along Pecan Park, between Woodwings and Terrell, from 7:00 a.m. to 2:00 p.m., on the day of the drill.
An area along runway 14/32 will be utilized for the exercise.
The airport will remain open during the exercise and normal airport operations will NOT be affected.
September 22, 2014 – Jacksonville Aviation Authority today elected Frank Mackesy as JAA Board of Directors chairman for the 2014-2015 fiscal year, which begins Oct. 1.
Mackesy, Director of Emergency and Security Training at Florida State College of Jacksonville and a former Undersheriff of the Jacksonville Sheriff’s Office, was appointed to the JAA by Gov. Rick Scott. Mackesy replaces Teresa H. Davlantes as chairman. She continues to serve as a board member.
The other newly elected officers include Ernest Isaac, Jr. as vice chairman, Edward M. Booth, Jr. as secretary and Ray Alfred as treasurer, all of whom are mayoral appointees.
The board is comprised of seven members. Three members are appointed by Jacksonville's mayor while the other four are appointed by the governor of Florida. Each board member can serve a maximum of two consecutive 4-year terms.
JACKSONVILLE, August 28, 2014 – The Jacksonville Aviation Authority (JAA) recently opened an aircraft observation area at Jacksonville International Airport (JAX). Located off Pecan Park Rd., between Terrell Rd. and Dixie Clipper Rd., and at the end of runway 32, visitors can park inside a fenced, gravel-surfaced area and safely enjoy plane watching. The Observation Area is open from sunrise to sunset.
Amenities include ample parking spots, a seating area and a solar powered speaker system that broadcasts conversations between the air traffic controllers and pilots or ground crew.
“We’re pleased to make this safe, family friendly space available to aviation enthusiasts and plane watchers in our community,” said Steve Grossman, Executive Director/CEO of the JAA. “They’re sure to get some great photos and videos of the air traffic using runway 32.”
At the August board meeting on Monday, August 25, the Jacksonville AviationAuthority Board of Directors voted unanimously to name the ExecutiveConference Room at Jacksonville International Airport in honor of former JAAChairman Chester Aikens, who passed away in December.
Dr. Aikens, a prominentcommunity and civic leader, served on the JAA Board as well as the JacksonvillePort Authority when the city’s airport and seaport operated together. Attending yesterday’s board meeting were Dr.Aikens’ widow, Jean, his sons Chester II and Chae, and Mayor Alvin Brown.
Michael Stewart, JacksonvilleAviation Authority’s Director, External Affairs, was recently elected presidentof the Florida Airports Council (FAC) at the group’s annual conference inJacksonville.
Stewart, who joined JAA in 2004,will serve as FAC president for a one-year term, beginning Oct. 1. He is the third JAA executive to serve as FACpresident since 1971.

JACKSONVILLE, FL, June 2, 2014 — The Jacksonville Aviation Authority (JAA) today applauded Gov. Rick Scott for signing the 2014-2015 state budget, which includes $2 million to build infrastructure necessary for the development of Cecil Spaceport.
JAA also expressed appreciation for the continued support of Cecil Spaceport by the Florida Legislature, including members of the First Coast Legislative Delegation, the Florida Department of Transportation and Space Florida. Cecil Spaceport is the only facility in Florida licensed by the Federal Aviation Administration (FAA) to accommodate commercial space horizontal launches.
“This is an important step in the development of Cecil Spaceport,” said JAA Executive Director and CEO Steve Grossman. “The state’s support for Cecil and this developing industry is critical. If the commercial space industry doesn’t come to Cecil, it will likely not come to Florida for at least another four or five years.”
In December 2013, JAA signed its first tenant agreement at Cecil Spaceport with Atlanta-based Generation Orbit Launch Services, Inc. (GO). GO is developing an in-flight suborbital space launch platform to conduct microgravity and hypersonic research (GOLauncher 1) and later, a dedicated orbital launch platform for nano and micro satellites (GOLauncher 2). Test flights are expected to begin at Cecil as early as August 2014, with operational launches forecast to begin in 2016.
May 27, 2014– Jacksonville Executive at Craig Airport (JAXEX) and the Police Athletic League (PAL) of Jacksonville are pleased to announce the graduation of the inaugural class of JAXEX High Achievers, a joint initiative designed to expose local youth to exciting career opportunities in aviation.
Leaders from the Jacksonville Aviation Authority (JAA), PAL and the Jacksonville Sheriff's Office (JSO) gathered May 22, 2014, with tenants, parents and special guests to recognize the students who successfully completed the four-month-long program.
The JAXEX High Achievers initiative included a series of monthly workshops that offered hands-on demonstrations, professional development training and information about aviation-related degrees, skills and careers ranging from piloting an aircraft, aerial photography and airport operations and administration. Workshops were hosted by JAXEX tenants and partners, including ControlCam, Sterling Flight Training, Malone AirCharter, JAA and the air traffic control tower staff.
"I'm thrilled and grateful that we were able to partner with the Police Athletic League and our tenants to offer this unique learning and career-building opportunity to local students," said JAA Executive Director Steve Grossman. "I hope the High Achievers program inspired a love for aviation in these students that may one day impact their education and career decisions."
JAXEX High Achievers graduates received a certificate of completion and heard words of advice and congratulations from JAA Executive Director Steve Grossman and Jacksonville Sheriff John Rutherford. Students also took the opportunity to expound on their experience with the program, and how it has impacted future college and career plans.

JACKSONVILLE, FL, March 7, 2014 — Ray Alfred, President/CEO of Emergency Responders’ Industries, Inc., has been appointed to the Jacksonville Aviation Authority Board of Directors by Mayor Alvin Brown. The appointment was confirmed by the full City Council on February 25.
Alfred will complete the unexpired term of Dr. Chester Aikens, who tragically passed away in December, through September 30, 2015. He will then serve his first full four-year term ending September 30, 2019.

The Jacksonville Aviation Authority (JAA) has signed its first tenant agreement at Cecil Spaceport with Generation Orbit Launch Services, Inc. (GO).
Atlanta-based GO will utilize Cecil’s hangar space, its 12,500-foot runway and the safe flight paths that have already been coordinated with the Federal Aviation Administration (FAA), among other things, to support its commercial flight and horizontal launch program.
GO plans to develop a suborbital space launch platform to conduct microgravity and hypersonic research (GOLauncher 1) and later, a dedicated orbital launch platform for nano and micro satellites (GOLauncher 2). Test flights are expected to begin at Cecil as early as 2014, with operational launches forecast to begin in 2015 and 2016.
“This is a major development for JAA and Cecil Spaceport, but also for the commercial space industry as a whole,” said Todd Lindner, JAA’s senior manager of aviation planning and spaceport development. “Generation Orbit’s GOLauncher program and others like it prove that the commercial space business is viable and growing. And this agreement demonstrates that Cecil Spaceport is an ideal location for such horizontal launch endeavors.”
As part of the memorandum of understanding signed on December 18, 2013, JAA will make available to GO at a mutually negotiated rate, hangar space and payload integration facilities, rocket storage facilities, office space for GO crew and staff, range equipment and launch command and control facilities and equipment. Additionally, GO will have access to runway facilities, rocket test areas, coordination with FAA range authorities and air traffic control.
The agreement between JAA and GO is for an initial period of two years, with the option to renew for three, one-year terms.
“Cecil Spaceport is a great match for our company’s need for a horizontal launch facility,” said Generation Orbit’s CEO Dr. John Olds. “GOLauncher is a dedicated nanosatellite launch vehicle that uses a Gulfstream business jet as the carrier aircraft. Our system’s small size makes Cecil an excellent choice for our concept of operations. The staff at Cecil and at the Jacksonville Aviation Authority have been a pleasure to work with during these negotiations, and we will be proud to have our company’s first launch operations conducted there.”
Matching a $1.8 million grant from the Florida Department of Transportation (FDOT), Space Florida and FAA received earlier this year, JAA intends to make additional investments to support space launch systems like GO in the next two years.

The Jacksonville Aviation Authority is preparing for the Christmas holiday travel season by opening the Economy Lot 3 at Jacksonville International Airport (JAX) from Sunday, December 22, through Monday, January 6, or until the lot fills up, for a flat fee of $20. The fee is payable with cash or credit card upon entry.
This special event lot will operate on a first-come first-serve basis and may close without notice. Free shuttle service is available until January 6. Vehicles remaining in Economy Lot 3 after January 6 may be towed at the owner’s expense.
Travelers should arrive at least two hours before their flight to allow additional time to locate parking if their first parking choice is not available.
Other parking options include Economy Lots 1 and 2 ($5.00 per day), Daily Surface Lot ($8.00 per day), Daily Garage ($14.00 per day) or the Hourly Garage ($18.00 per day). Valet parking is also available for $22/day. All prices include tax.

In October 2013, JAA approveda 10-year lease with Hampton Golf to overhaul and operate Mill Cove Golf Club,a JAA-owned golf course located adjacent to Jacksonville Executive at CraigAirport (JAXEX). As part of the renovation and redesign of the property,Hampton Golf opted to replace all of the culinary and dining equipment insidethe clubhouse kitchen, and thus had thousands of used restaurant items thatwould no longer be needed.
Donated kitchen andrestaurant items ranging from pots, pans and cooking utensils to dishes, glassesand silverware will now be used to support Clara White’s culinary programs,including Clara’s at the Cathedral, a training caf? for students of ClaraWhite’s Culinary Arts Program, and Ashley Street Catering.

Delta Air Lines will begin daily nonstop service from Jacksonville International Airport (JAX) to Boston’s Logan Airport (BOS) starting Monday, March 3, 2014.
The flight will depart Boston at 7:00 a.m., arriving in Jacksonville at approximately 10:05 a.m. The return flight will depart Jacksonville at 5:35 p.m., arriving in Boston at 8:10 p.m. Delta will utilize a 76-seat CR9 for the flight. The aircraft will also be equipped with First Class and Coach Cabins.
Delta is the second air carrier to connect Jacksonville and Boston; JetBlue also flies daily between the two cities.

During its October board meeting, the Jacksonville Aviation Authority (JAA) announced that unaudited operating income climbed 10% for the fiscal year ended Sept. 30, 2013.
The aviation authority recorded total operating revenue of $66.4 million. Total operating expenses were $44.5 million for the year, resulting in an operating income, before depreciation, of $21.9 million. Operating income for the prior fiscal year was $17.3 million.
JAA owns and manages the city’s four airport properties: Jacksonville International Airport (JAX), Cecil Airport, Jacksonville Executive at Craig Airport (JAXEX) and Herlong Recreational Airport.
JAA Chief Financial Officer Richard Rossi said the authority was able to achieve these positive results despite a challenging commercial airline environment and current weak economy. Total passenger activity at JAX experienced a 3 percent decline from 5.2 million travelers in the previous year to 5.1 million this year.
JAA benefited from a diverse mix of airlines serving JAX, new airport concessions and other non-aviation revenues. Jaa kept tight control of expenses, ending FY13 with operating expenses under budget by $1.9 million, or 4%.
“JAA has developed a financially successful business model,” Rossi noted. “Our entire team has once again turned in a tremendous performance by increasing revenue and holding down costs.”
A new dining option will soon be available for travelers at Jacksonville International Airport (JAX) with the opening of VINO VOLO, a food and wine bar. The Jacksonville Aviation Authority (JAA) board of directors approved a lease with the restaurant which is expected to open in early 2014. VINO VOLO will be located beyond the TSA passenger screening area in Concourse C.
“We’re excited that our travelers will soon be able to enjoy a different kind of dining experience at JAX airport,” said JAA Director of External Affairs Michael Stewart. “Customers will be able to choose from unique wine and food offerings, plus locally sourced craft-brewed beers in a tastefully designed and sophisticated atmosphere.”
VINO VOLO will offer beer and wine tastings and because the restaurant will be located post security, customers can sample and buy product to carry onto their flights.

TSA PreCheck is now available for eligible passengers flying on participating airlines out of Jacksonville International Airport (JAX).
“As TSA continues to move away from a one-size-fits-all approach to transportation security, we are looking for more opportunities to provide the most effective security in the most efficient way possible,” said Ed Goodwin, federal security director for TSA in Jacksonville. “The TSA PreCheck program gives us that opportunity.”
TSA PreCheck allows select frequent travelers flying out of JAX on American Airlines, Delta Air Lines, United Airlines and US Airways to experience expedited security screening. The Jacksonville Aviation Authority (JAA) is pleased to announce the completion of the James Edwin Craig Memorial Pavilion at Jacksonville Executive at Craig Airport (JAXEX). To celebrate its completion and honor the legacy of James E. Craig, the airport’s namesake, a formal dedication ceremony and ribbon cutting was held today at the new pavilion that included Craig family members, community dignitaries, local military leadership, JAXEX tenants and JAA leadership and board members.
A Jacksonville native, Lieutenant Commander James Edwin Craig (1901-1941) was killed in action aboard the USS Pennsylvania during the Japanese attack on Pearl Harbor on December 7, 1941.
“Craig is an important part of the airport’s history and we are committed to honoring his legacy through this memorial project,” said JAXEX Airport Manager Tiffany Gillem. “We have been especially honored to welcome members of the Craig family to this meaningful dedication event, and we welcome our community to pay tribute as well by visiting this beautifully designed James Edwin Craig Memorial Pavilion.”
“The dedication ceremony is a chance for us all to reflect on the rich history here at JAXEX. It is also a chance to honor our local military and their families,” JAA’s Director of External Affairs Michael Stewart said.
The JAA also presented a $2000 donation to The Greater Jacksonville Area USO during the ceremony with dollars raised from the inaugural JAXEX Runway 5K, held last month. The funds will be used to further enhance the USO center and services at Jacksonville International Airport (JAX), which serves active duty and retired military. Normal flow into the center is between two to three thousand military members a month. It is staffed 100% by volunteers and is open 365 days a year.
“JAA is proud of our military, and is pleased to support local troops and their families through a monetary gift to the USO,” Stewart said. “As we remember Lieutenant Commander Craig and his ultimate sacrifice, it is important that we also recognize and support our local heroes still with us today.”
The James Edwin Craig Memorial Pavilion, located adjacent to the JAA Administration Office at JAXEX, will serve as a public observation area for the community. The shaded pavilion has seating, as well as information about the history of aviation at JAXEX and biographical information about Lieutenant Commander Craig.

New Mosaic Mural Enhances JAX Experience
The Jacksonville Aviation Authority (JAA) and the Jacksonville International Airport Arts Commission are proud to present Celestial Playground, a mural created by New York Artist Amy Cheng surrounding the courtyard restroom area and water fountain stations at Jacksonville International Airport (JAX). The mural is the 14th addition to JAA’s permanent art collection at JAX.
Cheng designed Celestial Playground to visually reference the sky, the heavens and the cosmos. The design flows from one frame to the next, and from a distance, creates an illusion of deep space. The mural was fabricated with glass, ceramic and stone mosaic.
“Celestial Playground is designed to impart to the viewer a sense of lightness, a feeling of joy,” said Cheng. “I like to think that my work provides the facility users with something visually lovely and cheerful, something that may stop them in their tracks for a second in surprise or delight.”
Because of its impressive and award-winning public art program, JAX was recognized in recent years by the London Observer as one of the best airports in the world to be stranded. Only three other airports were included on the list. The others were London's Heathrow Airport, Seoul Airport in South Korea and Amsterdam's Airport Schiphol.
“JAX airport was one of the first to institute an arts program back in the 90s,” said JIA Arts Commission Coordinator Allie Gloe. “JAX continues to be a world-leader in the arts, as we strive to celebrate culture and perception that brings about calmness, wonder and inspiration, which are all emotions nicely fitting for travelers in an airport.”

The Jacksonville Aviation Authority (JAA) broke ground today on a new 150,000-square-foot hangar at Cecil Airport to accommodate the expansion of Flightstar Aircraft Services, Inc. Flightstar’s business expansion is expected to generate 250 new aviation-related jobs.
The $27 million project is the largest building project ever undertaken by JAA at Cecil Airport, and is being financed equally by the JAA and Florida Department of Transportation (FDOT). Under the agreement with Flightstar, JAA will build the hangar and office facility on 11.5 acres of airport property. Upon completion, JAA will lease the land and Hangar 935 to Flightstar for commercial aircraft maintenance, repair and overhaul (MRO). The project is expected to be completed by late 2014. Flightstar currently leases two MRO hangars and one large warehouse/storage building at Cecil Airport from the Authority.
“We’re proud to see Flightstar expand their operations at Cecil Airport,” said JAA CEO and Executive Director Steve Grossman. “They’ve been a tremendous tenant, and this project is a huge win for all of us.”
Today’s celebration also included an official ribbon cutting ceremony to mark the completion of a new $6 million hangar and office facility for Cecil Airport’s newest tenant, KCI Aviation. The West Virginia-based corporate/private aircraft maintenance and repair organization will utilize the 30,000 square feet of office, workshop and hangar space for its Southeast business expansion. KCI Aviation is also expected to bring more high-wage jobs to the area.
“The development opportunities at Cecil Airport are allowing businesses to grow and operate where there is already a talented and skilled workforce,” said Grossman. “And it’s a boost for local economic development.”

Silver Airways will begin weekly scheduled service from JAX Airport to Marsh Harbour (MHH) in the Bahamas, beginning Saturday, June 15, 2013.
The once-a-week service will depart Jacksonville on Saturdays at 10:31 a.m., arriving in Marsh Harbour at 12:16 p.m. The return flight departs Marsh Harbour on Saturdays at 12:46, arriving in Jacksonville at 2:54 p.m.
Dave Pflieger, President and CEO of Silver Airways, commented on the new service saying: "As Florida's hometown airline and the largest U.S. carrier to The Bahamas, we're pleased to create a direct link to the incredible vacation product in Marsh Harbour for the traveling public in Jacksonville and its surrounding communities."

“Travelers will notice Silver’s increased presence throughout the terminal,” Grossman said. “A ticket counter, gate space and additional aircraft at the terminal will make Silver’s unique branding difficult to miss.”

The Jacksonville Aviation Authority (JAA) will host its Inaugural “JAXEX RUNWAY 5K” at Jacksonville Executive at Craig Airport (JAXEX) on Saturday, June 8, for a day of community, exercise and supporting local military families.
The event will feature a 5K run beginning at 7:30 a.m. and a one-mile “Fun Run” at 8:30 a.m. A portion of both race courses will include the airport runway at JAXEX (which will be closed to air traffic during the event).
The Greater Jacksonville Area USO provides support and services to local military members and their families. Proceeds from the event will be presented to the USO later this year during the dedication of the James E. Craig Memorial Pavilion at JAXEX. Craig, the namesake of the airport, was a Jacksonville native killed during the Japanese surprise attack on Pearl Harbor on December 7, 1941.

Southwest Airlines Announces New, Nonstop Service from Jacksonville International Airport (JAX) to Chicago’s Midway Airport
JACKSONVILLE, FL - March 4, 2013 –The Jacksonville Aviation Authority (JAA) today announced that SouthwestAirlines will begin daily scheduled service from JAX to Chicago’s MidwayAirport (MDW) beginning September 29, 2013.
The service will depart Jacksonville at 4:50p.m., arriving in Chicagoat approximately 6:20 p.m. The flight from MDW will depart at 12:10 p.m. andarrive in JAX at 3:25 p.m.

February 28, 2013 – With yesterday's announcement that the Air Force has awarded Sierra Nevada Corp. and Embraer a $427 million contract to build light attack aircraft, the Jacksonville Aviation Authority officials say the agency is “ready and eager” to move the project forward.
Brazilian aircraft manufacturer Embraer has an agreement with JAA to assemble the A-29 Super Tucano aircraft at Jacksonville International Airport (JAX). The assembly facility will employ an initial 50 high wage jobs.
“This is great news for Jacksonville and our growing aviation industry,” said JAA Executive Director/CEO Steve Grossman. “We are ready and eager to work with the Sierra Nevada/Embraer team to launch this much anticipated project at JAX.”
As part of its lease agreement with Embraer, JAA will spend $1.2 million renovating a 41,574-square-foot airplane hangar, scheduled to be completed in April.
The Jacksonville Aviation Authority Police Department (JAAPD) announced that it has entered into an agreement with iyeTek, LLC, to place traffic crash reports on-line. Ecrash.lexisnexis Accident Report System was selected to serve as the Authority’s traffic crash insurance and citizen request technology.
Ecrash.lexisnexis is an internet based application that was developed to help law enforcement agencies and insurance companies manage and access traffic crash reports in a more efficient manner. Through the use of online document management technology, crash reports will be available 24 hours a day once completed by the reporting officer.
Like most law enforcement agencies across the country, the JAAPD has been pursuing an alternative to the hardcopy reporting, storing, and servicing of report requests. Benefits of the ecrash.lexisnexis system include:
• Allowing multi-jurisdictional data sharing and searching
• Facilitating web accessible availability of crash reports for insurance companies, officers and citizens
• Removing the police department from the billing and request fulfillment process
• Providing officers and investigators access to crash information for all agencies on the system
“We believe internet viewing and printing will significantly reduce the time it takes for insurance companies and citizens to obtain copies of traffic crash reports,” Director of Aviation Security Wayne Clark, Sr., noted. "It is our desire to provide a level of convenience to anyone wishing to view and print police reports in their home or business.” The JAAPD annually files nearly 200 traffic crash reports.
This new on-line method will provide a more expedient method for obtaining traffic crash report information.

The fee is payable with cash or credit card upon entry.
This special event lot will operate on a first-come first-serve basis and may close without notice. Free shuttle service is available until January 5. Vehicles remaining in Economy Lot 3 after January 5 may be towed at the owner’s expense.
Travelers should arrive at least two hours before their flight to allow additional time to locate parking if their first parking choice is not available.
Other parking options include Economy Lots 1 and 2 ($5.00 per day), Daily Surface Lot ($8.00 per day), Daily Garage ($14.00 per day) or the Hourly Garage ($18.00 per day). All prices include tax.

Hundreds of New Aviation-related Jobs Expected for Jacksonville

Jacksonville Aviation Authority today elected A.L. Kelly as JAA Board of Directors chairman for the 2012-2013 fiscal year, which begins Oct. 1.
Kelly, Director of Investigations in the Jacksonville Public Defender's Office who was appointed by Gov. Rick Scott, replaces Dr. Chester Aikens as chairman. Aikens continues to serve as a board member.
The other newly elected officers include Teresa H. Davlantes as vice chairman, Ernest Isaac, Jr. as secretary and Frank Mackesy as treasurer.
The board is comprised of seven members. Three members are appointed by Jacksonville's mayor while the other four are appointed by the governor of Florida. Each board member serves a 4-year term.

New direct service to Tampa offers convenient connections to Key West and Pensacola
The Jacksonville Aviation Authority (JAA) today announced that Silver Airways, operating under the United Airlines code, will begin daily scheduled service from Jacksonville International Airport (JAX) to Tampa International Airport (TPA) on August 13, 2012.
The new Jacksonville flights to Tampa are now on sale at a special introductory rate of just $39 each-way, plus taxes and service charges.
Three new daily flights offer direct service between Jacksonville and Tampa, creating convenient one-stop connections for passengers traveling from Jacksonville to Key West and Pensacola.
Flights will operate three times per-day Monday through Friday and twice-daily on weekends.

The Jacksonville Aviation Authority today welcomed its newest tenant to Cecil Airport – KCI Aviation – during a groundbreaking ceremony on a new hangar and office facility.
KCI Aviation, a West Virginia-based maintenance and repair organization specializing in corporate aircraft, is expanding its business in the Southeast with the expansion at Cecil Airport.

Construction on the new aircraft maintenance facility for KCI Aviation is expected to be completed in March 2013. The construction will include a parking lot, aircraft ramp space, and approximately 30,000 square feet of office, workshop and hangar space.

The Jacksonville AviationAuthority has received an ‘A’ rating from Fitch Ratings for its $157 million ofseries 2003 and its series 2006 airport revenue bonds for the JacksonvilleInternational Airport.
According to Fitch’s report,the Authority received this rating due to its flat-to-decreasing debt serviceprofile, moderate cost recovery framework, midsized origination/destinationenplanement base, modest capital program, and manageable leverage and adequateliquidity.
Though enplanements are downthis fiscal year, Fitch Ratings said the airport’s importance in the First Coastarea along with the region’s growth prospects make for a high travel demand inthe future.
“We’re very pleased thatFitch has affirmed our ‘A’ rating,” said Richard Rossi, JAA’s Chief FinancialOfficer. “The affirmation of our credit rating is a reflection of JAA’soperations and our emphasis on controlling costs in the current economicenvironment.”
Less than half of theairport’s cash flow comes from the airlines. Parking and concession make up therest of the operating revenue.
The moderately sized capitalprogram totals $144.3 million through 2016 which will be mostly funded byairport revenue and grants.
Jacksonville Aviation Authority’s Cecil Airport has been recognized by the Federal Aviation Administration Southern Region for its efforts in safety. Awards are based on the development and implementation of specific programs, or other accomplishments, that resulted in improved safety.
Cecil Airport put into practice several programs that improved the safety of the airport including the design and execution of a Safety Management System (SMS) program, an Annual Safety Fair, a Wildlife Hazard Assessment, and an overview of the airport’s safety initiatives and accomplishments.
Cecil Airport is the first general aviation airport to design and execute a Safety Management System (SMS) program, which undoubtedly helped to secure the award in the Southeast.
"The Cecil Airport team is outstanding, and richly deserves this award," said Winsome A. Lenfert, Airports Division Manager, FAA Southern Region. "Under Rusty Chandler's leadership, they maintain a strong forward-looking focus on safety in all aspects of airport operations."

The Southern Region is comprised of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee, Puerto Rico and the Virgin Islands. According to the 2011-2015 National Plan of Integrated Airport Systems Report, this region is home to approximately 428 general aviation and 55 reliever airports.

The Jacksonville Aviation Authority Board of Directors has accepted a grant from the Florida Department of Transportation to conduct an Environmental Assessment, which will examine the environmental impacts and investigate the feasibility of the operation of a Concept 'Y' Horizontal Launch - Reusable Launch Vehicle (RLV) at Cecil Spaceport.
While Concept 'X' and Concept 'Z' Vehicles take-off using the typical turbojet engines to reach a predetermined location and altitude before igniting a rocket engine, Concept 'Y' Vehicles are powered by a rocket engine for the entire span of their operation.
In January 2010, after completing the original Environmental Assessment and Launch Site Operator's License application process, JAA was issued a Commercial Spaceport license from the Federal Aviation Administration (FAA). The license allows the airport to accommodate 52 horizontal takeoffs annually of sub-orbital horizontal launch vehicles.
“While preparing the original Spaceport Environmental Assessment for Cecil Spaceport, the Concept ‘Y’ Vehicle was not included as a result of a lack of available performance data and proprietary nature of existing data,” said Todd Lindner, JAA Senior Manager-Aviation Planning and Spaceport Development. “With the continuing evolution of the Concept ‘Y’ Vehicle, more performance-based data has become available, which will be used for incorporation into the environmental analysis.”
Lindner added that JAA does not anticipate significant environmental impacts will occur as a result of the operation of the Concept 'Y' Vehicle. Once the Environmental Assessment is complete, JAA plans to modify the existing Launch Site Operators License to incorporate the Concept 'Y' Vehicle.
Cecil Airport is one of 12 Commercial Spaceports in the United States, one of eight maintaining licensed horizontal launch capabilities, and the only one in Florida.

The Jacksonville Aviation Authority Board of Directors today approved a lease with KCI Aviation for the construction of a new 30,000-square-foot hangar facility at Cecil Airport.
“We are extremely excited to expand our operations to Jacksonville and Cecil Airport,” said Charles A. Koukoulis, president and CEO of KCI Aviation. “Jacksonville has a great business-friendly environment, and Cecil is truly a diamond in the rough. It’s geographically well located and has ample land and facilities for our company’s growth potential. Strategically, it’s perfect for our business model.”
Helping companies fulfill their business needs is a priority emphasized by Florida Secretary of Commerce, Gray Swoope, who serves as president & CEO of Enterprise Florida, the state’s principal economic development organization. “KCI’s expansion to Jacksonville demonstrates Florida’s ability to provide the right site and infrastructure that companies need to maximize their operations,” Swoope said. “We welcome KCI to our business community and will value the company’s contributions to our economic growth.”
KCI, which is based in Bridgeport, WV, specializes in inspection, maintenance and repair of business jets and turbo-props, notably those powered by Pratt and Whitney engines. KCI plans to hire a minimum of 30 workers by the end of 2014 with an approximate average annual wage of $46,000.
Construction of the new hangar and office facility is expected to begin in March with an anticipated completion date in early 2013.
“This is great news for Cecil Airport and Jacksonville,” said Steve Grossman, JAA’s Chief Executive Officer. “KCI Aviation is exactly the type of aerospace tenant we are trying to attract to Cecil. They are an excellent fit with our existing base of commercial and military clients.”

Aviation and aerospace development is a targeted industry sector for both the State of Florida and City of Jacksonville. The state and city agreed to support the expansion of the company and associated new high-wage aerospace jobs by pledging expansion location assistance that will be awarded following the commencement of operations and creation of the promised new jobs.
Cecil Airport, a former Navy master jet base, consists of 6,000-plus acres, nearly 50 buildings, including 12 hangars, and a 12,500-foot main runway, one of the longest in Florida. Cecil is also the only licensed horizontal launch commercial spaceport on the East Coast.
Cecil Airport tenants include The Boeing Company, LSI, Pratt & Whitney – Woods Group, Flightstar Aircraft Services, Florida Army National Guard, Naval Air Systems Command Fleet Readiness Center Southeast, L-3 Com, U.S. Coast Guard, Florida State College at Jacksonville, Jacksonville JetPort and U.S. Customs and Border Protection.
In an effort to grow its estimated $2.9 billion annual impact on the local economy and to increase its estimated support for more than 30,000 local aviation-related jobs, the Jacksonville Aviation Authority (JAA) continues to place an importance on the local business community. On June 21, 2010, JAA demonstrated their support of local businesses by formally adopting its Local Preference Program to encourage local businesses to participate in JAA’s competitive contract awards process.
During the first full year of program implementation, the Jacksonville Aviation Authority poured $29.1 million into the local economy through direct contracting relationships with local businesses. That’s 75 percent of JAA’s $38.7 million in total direct contract awards, which is up from 60 percent in fiscal year 2009.
“These contracting dollars are spent locally and generate business opportunities beyond the value of JAA’s direct contracts,” said JAA’s Executive Director/CEO Steve Grossman. “Each additional dollar circulated locally results in increased economic activity, employment growth and retention and increased tax revenue.”
While only a few contracts have been determined by the program, it has encouraged more participation by local businesses and out of town businesses that sub-contract with local companies. JAA established the Local Preference Program for businesses that have:
1. Maintained a “permanent place of business” in Baker, Clay, Duval, Flagler, Nassau, Putnam, or St. Johns counties for at least one year prior to the solicitation for which preference is sought; and
2. At least three full-time employees who reside in the listed market area.
There are three types of preferences enjoyed by local businesses under the program, which include: (1) a five percent bid reduction preference on competitive bids; (2) a five point preference on evaluated bids or proposals; and (3) a tie-breaker preference.
Teresa H. Davlantes, Vice Dean of Florida Coastal School of Law, has been appointed to the Jacksonville Aviation Authority Board of Directors by Gov. Rick Scott.
Davlantes, 53, of Jacksonville, succeeds Deborah Pass-Durham for a four-year term ending September 30, 2015. The appointment is subject to confirmation by the Florida Senate.
Davlantes has served as vice dean of Coastal Law School since 2005. From 2000 to 2005, she served in a variety of other roles at the Jacksonville law school, including interim associate academic dean, assistant academic dean, legal writing specialist and lawyering process instructor. Davlantes has also served on the Youth Crisis Center Board of Directors since 2009.
She received her bachelor’s and law degrees from the University of Florida and a Six Sigma Green Belt Certificate from Villanova University.

The Jacksonville Aviation Authority, in conjunction with Priva Technologies, announced today it will launch Flex, a new customer service for expedited access to airport security checkpoints, at Jacksonville International Airport (JAX) on Friday, December 30, 2011. This service is in addition to, and does not replace, the existing Preferred Passenger Lane, which allows expedited checkpoint access for premier or first class travelers.
Flex card holders and day-pass participants will get consistent, front-of-line access to the TSA ID check at airport screening checkpoints. Flex membership is through an online application at www.Go-Flex.com beginning Friday, December 30. Participants do not have to submit to background checks or provide biometric information.
Flex participants can choose either an annual membership at $150 or a one day pass at $20, depending on their travel needs. For a limited time, during the JAX launch period, a special introductory rate will be available at $100 for the annual membership. Family and corporate plans are also available by contacting Flex. The Jacksonville Aviation Authority (JAA) announced the launch of “JAX Passport,” a new frequent parker program at Jacksonville International Airport (JAX) that offers parking rewards and discounts to program participants.
“Jacksonville International Airport has a large number of frequent flyer customers who regularly use our parking facilities,” said Michael Stewart, Director of External Affairs at JAA. “We’re happy to reward these loyal customers with extra perks to show our appreciation for their business.”
The JAX Passport program allows seamless entry and exit through all parking lots and offers a point system for earning free parking in all lots except valet. The Jacksonville Aviation Authority (JAA) announced that it added the WebTrak Flight-Tracking and Noise Information system to the Jacksonville Executive at Craig Airport (JAXEX) page of the JAA website.
WebTrak is a system that allows individuals to watch the movement of flights to, from and overflying all four airports in the Jacksonville Aviation Authority’s system, Jacksonville International Airport (JAX), Cecil Airport, Jacksonville Executive at Craig Airport (JAXEX) and Herlong Recreational Airport. Displayed information includes the aircraft’s beacon code, altitude, and the point of closest approach to a designated address. In addition, if the aircraft filed a flight plan, aircraft type, registration number, originating and destination airports are displayed. Military, law enforcement and other government aircraft are not trackable and will not be displayed on Webtrak.
Flight and aircraft radar data originate from the Federal Aviation Administration (FAA) ARTS radar system at the JAX TRACON facility at JAX. The data is then down loaded and processed by JAA’s Airport Noise and Operations Monitoring System (ANOMS). The FAA requires at least a 15 minute delay for aviation security reasons and for system processing. Historical data goes back up to 90 days. If needed, further research can be conducted using portable noise monitoring terminals (NMTs) set up in neighborhoods.
“We recognize that it is important for us to connect with the community surrounding our airports,” said JAA Executive Director and CEO Steve Grossman. “We want our neighboring residents to have this tool so they can report any issues in their area to us.”
If a resident wishes to report a noise event, he/she may log on to the WebTrak system to view flights that may have created the noise disturbance and submit an online complaint to JAA.

JAA to Reflect on Past Decade’s Changes and Successes as Independent Entity
Oct. 24, 2011 – The Jacksonville Aviation Authority (JAA) is pleased to announce the beginning of a year-long celebration of its 10-year anniversary as an independent agency since the separation from Jacksonville Port Authority (JAXPORT) in 2001.
“Over the past decade we have continually adapted to changing economic and aviation industry challenges,” said JAA Chair Chester Aikens. “Today is a day for us to look back and reflect on all of the authority’s significant accomplishments, and at the same time look ahead to the many opportunities that await us.”
The JAA’s four-airport aviation system is comprised of Jacksonville International Airport (JAX), Jacksonville Executive at Craig Airport (JAXEX), Herlong Recreational Airport, and Cecil Airport. Together, these four community assets are economic engines for the entire region.
Last year alone, the four airports had an approximate $2.9 billion impact on the local economy and supported more than 29,000 aviation-related jobs. JAA also underwent a major rebranding campaign in 2010 to feature a new logo for all four airports and a name change for JAXEX (formerly known as Craig Airport). These changes were implemented to better represent the different airports as one diverse system and to better reflect the role of JAXEX in the four-airport system since it largely provides services to business travelers.
Jacksonville International Airport, which is the gateway to the Northeast Florida for many travelers, has been transformed from an outdated terminal to a world-class facility that offers an array of amenities including: free Wi-Fi, convenient and economical parking options, an award-winning public art program, live music, on-site rental cars, a free courtesy waiting lot for those picking up passengers and a wide variety of shopping and dining options to travelers. New programs such as the Preferred Passenger Lane for frequent flyers and JAX Passport for frequent parkers were also put into effect at JAX.
In addition to the upgrades and advancements at JAX, JAA has also put in enormous efforts at Cecil Airport to redevelop the airport from an old naval-air station into the fully functioning industrial-type airport and newly licensed spaceport that it is today.
“We’ve grown tremendously as an organization over the past decade,” said JAA Executive Director and CEO, Steve Grossman. “Since our separation from JAXPORT, we have had to manage challenges that came with adapting to operations in a post- 9/11 world as well as overcome obstacles from a weakened economy. Future plans include continued upgrades JAX such as the eventual construction of a third concourse to handle expected passenger growth. At Cecil Airport there are also extensive expansion plans to add more hangars and office space and develop the north side of the main runway.
Airport system places in Nationally Recognized Industry Marketing and Communications Contest
JACKSONVILLE, Oct. 20, 2011 – The Jacksonville Aviation Authority (JAA) announced that it received three Excellence in Airport Marketing & Communications awards at this year’s annual Airports Council International (ACI)– North America conference held in San Diego.
The JAA’s four-airport system received 2nd place in the websites category and 3rd place in the television advertising and video categories.
Now in its 20th year, the Airports Council International – North America’s Excellence in Airport Marketing & Communications contest had 175 individual entries from over 40 airport members in the U.S. and Canada.
“We’re so pleased to have placed in three categories this year,” said JAA Executive Director and CEO Steve Grossman. “Our marketing and communications team has done extensive work updating our website and television advertising. We’re very proud of their efforts.”
Last year, JAA unveiled a new branding campaign designed to build better awareness of the city’s vibrant aviation system. The branding campaign includes a new overall logo for the authority, new logos for each of its four airports, the renaming of three of the airports and new websites. JAA was created in 2001 by the Florida Legislature and has been using the same brand identity since then.

Jacksonville Aviation Authority today elected Dr. Chester Aikens as chairman for the 2011-2012 fiscal year, which begins Oct. 1.
Aikens, a practicing dentist who was appointed to the JAA in 2007 by former Mayor John Peyton, replaces Ernie Isaac Jr. as chairman. Isaac continues to serve as a board member.
“As the Jacksonville Aviation Authority gets ready to celebrate its 10th anniversary I am honored to be selected as the next chairman,” Aikens said. “JAA has accomplished many significant milestones over the past decade. And while our business is not without challenges, I look forward to chairing the authority and working with my fellow board members and JAA staff as we continue to grow our four-airport system and provide jobs and economic stability to our region.”
The other newly elected officers include A.L. Kelly as vice chairman, Ron Weaver as secretary and Deborah Pass-Durham as treasurer.
The board is comprised of seven members. Three members are appointed by Jacksonville’s mayor while the other four are appointed by the governor of Florida. Each board member may serve two consecutive 4-year terms.

The Jacksonville Aviation Authority (JAA) announced that it received support from the State of Florida in its efforts to transform Cecil Airport into a 21st century commercial spaceport when Space Florida officially designated Cecil as a “Space Territory” on June 9.
The Space Territory designation affords a number of opportunities. The Florida Department of Transportation (FDOT) now has legal authority to fund spaceport-related transportation facilities within Cecil to better accommodate horizontal launch space travel.
Cecil recently received grant funds from the Federal Aviation Administration (FAA) for the development of a Spaceport Master Plan. Combined with Space Florida’s decision, JAA will now be able to pursue funds to design and construct new roadways, taxiways, and assembly and payload facilities.
"The JAA’s strategic development of Cecil Airport received a major boost when the Space Florida Board, under the leadership of Lieutenant Governor Jennifer Carroll, approved the resolution designating it as a Space Territory,” said Michael Stewart, JAA’s Director of External Affairs. “This designation places Cecil on the map to be a catalyst for job creation, and positions northeast Florida to carve out a niche in the aerospace industry. We are optimistic about horizontal lift commercial space opportunities at Cecil upon completion of our Spaceport Master Plan later this fall."
In conjunction with being named a space territory, JAA was also notified by the FDOT that Cecil Spaceport has been approved as a planned Strategic Intermodal System (SIS) facility. SIS facilities are instrumental in linking multiple modes of transportation throughout the state. SIS allows the state to fund portions of infrastructure projects which are instrumental in connecting modes of transportation.
“As a space territory, additional funding sources are available for the continued development of Cecil spaceport as a facility for the operation of horizontal-reusable launch vehicles (RLVs),” said Todd Lindner, JAA’s Senior Manager of Aviation Planning and Development. “With space programs developing in places such as the United Arab Emirates, China and India, the use of these RLVs is expected to increase dramatically.”
The design and construction of additional support facilities at Cecil Spaceport will also bring a much needed economic boost to the region in the form of jobs and aerospace businesses. The space program at Cecil will be able to support civil, military, and commercial launches and accommodate space tourism.
Tips for summer airline travel:
• Remember the 3-1-1 rule. Liquids, gels, and aerosols must be in 3 ounce or smaller containers placed in a 1-quart, clear, plastic, zip-top bag. Each passenger may have 1 bag that is to be placed in a plastic bin for screening for carry-on luggage. Larger bottles may be packed in checked luggage.
• Prepare for screening. This includes: avoiding wearing clothing with metal on it, wearing easily removable footwear, having boarding pass and ID readily accessible for viewing, and following the 3-1-1 rule.
• Arrive early. Arrival time recommendations vary by airline and day of travel, so be sure to check with the air carrier. Standard airline recommendations include arriving one hour before domestic flights and two hours before international flights. Check the status of your flight before leaving home to check for any delays.
Frequent flyers and business travelers possessing boarding passes that read “first class” or “business class” may also utilize the Preferred Passenger Lane available at Jacksonville International Airport (JAX) to shorten their security screening time.
Another option put in place to help aid in the security screening process is the Family Lane offered at JAX. This lane allows families with small children and travelers with special needs to go through security at their own pace.

Southwest Airlines began new daily nonstop service between Jacksonville International Airport (JAX) and Denver International Airport (DEN) on Sunday, June 5.
Southwest Airlines’ one daily nonstop flight between Jacksonville and Denver departs Jacksonville at 7 a.m., Sunday through Friday, and the return flight departs Denver at 5:55 p.m. On Saturdays, the flight to Denver will leave Jacksonville at 11:55 a.m. and return from Denver at 6 p.m.
“This new service greatly enhances air travel out west and we anticipate the flight will be greeted favorably by both leisure travelers heading to ski resorts and business travelers,” said Steve Grossman, JAA’s Executive Director and CEO. “In addition, this service provides excellent connections to central California and the Pacific Northwest.”

JetBlue Airways began daily nonstop service between Jacksonville International Airport (JAX) and Luis Muñoz Marín International Airport in San Juan today, offering regional travelers new options to reach the Caribbean and Latin America.
The new JetBlue route is the first daily nonstop service between Jacksonville and the island of Puerto Rico. The one daily flight departs Jacksonville at 10:23 a.m. and returns from San Juan at 5:45 p.m.
This new non-stop service is the result of four years hard work between the Jacksonville Aviation Authority (JAA), city representatives and members of the business community.
“We have been trying to land service to Puerto Rico for several years and are pleased that JetBlue shares our vision,” Steve Grossman, Executive Director and CEO of the Jacksonville Aviation Authority said. “With the community’s support, this is the first step towards opening up additional markets in the Caribbean and Latin America.”
The Jacksonville business community has long had ties with Puerto Rico. More than 75 percent of all trade between the U.S. mainland and Puerto Rico moves through Jacksonville, making it the number one port in the country for trade with the island.
There is also a growing connection between the cities for medical tourism. According to the Jacksonville branch of the Mayo Clinic, 16 percent of international patients come from Puerto Rico, more than any other country.
“This connection creates a welcome opportunity on both sides of the service,” said JAXPORT Chief Executive Officer Paul Anderson. “Making access easier allows Jacksonville business to strengthen already strong ties with Puerto Rico and it is a clear win for all of us.”
In October 2009, Jacksonville Mayor John Peyton signed an agreement with the mayor of San Juan, Jorge Santini, uniting their municipalities as "Sister Cities." With this new flight connection, the cities can continue their great exchange of commerce, ideas, culture, entertainment and business strategies. The new flights will also offer families in Puerto Rico and on the mainland greater access to one another.
“This is an exciting day for both of our cities, as it is the culmination of us closely working together to develop non-stop flight service between San Juan and Jacksonville,” said Jacksonville Mayor John Peyton. “This new connection signifies the future increased tourism, Sister City cultural exchanges and important expanded economic development and business opportunities that having a direct link to Puerto Rico, Jacksonville’s number one trading partner, will provide.”
Mayor Santini also expressed his satisfaction for the service and emphasized that the alliance will be an advantageous one that will benefit the citizens of Puerto Rico and their families while also being a stimulus for San Juan’s tourism industry.
“The daily JetBlue flight to Puerto Rico is evidence of the cooperative agreement between our two cities for mutual benefit, in order to explore and create opportunities in educational and cultural programs for the development of new business initiatives,” Mayor Santini said.
“We’re very proud to finally bring the ‘Sister Cities’ together with our daily flight from Jacksonville to San Juan; we have the great community support behind this initiative to thank for it,” said Scott Laurence, vice president of network planning for JetBlue. “Connecting communities, whether it’s for business or leisure, is what it’s all about.”
Connecting through San Juan, travelers also have new options to reach destinations throughout the Caribbean. On April 14, Jetblue announced plans to launch nonstop daily service from San Juan to St. Maarten, making it their second intra-Caribbean route. This service is scheduled to begin on November 17. Jetblue service currently exists between San Juan and Santo Domingo, Dominican Republic.

The Jacksonville Aviation Authority and the Jacksonville International Airport Arts Commission are proud to present SKY BRIDGES, an aerial sculpture and the 13th addition to the JAA permanent art collection.
SKY BRIDGES, by artists Melanie Walker and George Peters of Airworks Studio, is now hanging from the ceiling of JAX’s newly renovated connector bridge. The aerial sculpture works with the architecture of the connector bridge to amplify the natural light in the bridge’s skylight areas. The arcs in the work relate to the air flight paths of take offs and landings and the structure is reminiscent of the many bridges which are landmarks in the Jacksonville area. The forms literally float in the space by multiple thin suspension cables fanned toward the upper skylight beams.
Kites and Flights, more artwork by Walker and Peters, will be on display in the Haskell Art Gallery through June 2011. Kites and Flights uses kites to depict a variety of flying objects including birds, insects, leaves in the wind, clouds, airplanes, balloons, and rockets.
“Our new public artwork at JAX is a great way to welcome travelers and enhance the ambiance at our airport,” said JAA Chief Executive Officer and Executive Director Steve Grossman. “Artistic displays such as SKY BRIDGES help put Jacksonville on the map as a unique and modern airport that provides travelers with an unforgettable experience.”
Artists Melanie Walker and George Peters were selected by the JAX Arts Commission from among about 150 responding artists. The pair joined together in 1995 to form Boulder, Colorado-based Airworks Studio where they make a wide variety of public art works based on aerial themes including banner works, mobiles, wind sculptures and suspended installations.

The Jacksonville Aviation Authority announced that beginning March 15, 2011, curbside valet customers at Jacksonville International Airport (JAX) will be able to receive their boarding pass at the curbside valet booth.
Valet customers can contact Air Valet with their name and confirmation number or use the Air Valet online reservation system (www.airvalet.aero). At the valet booth, customers will be issued their boarding pass and can then continue on to the gate or to the airline ticket counter to check any luggage. The new service is a collaboration between Air Valet and Air IT, an industry leader in passenger check-in solutions throughout the country.
“The boarding pass option is yet another example of our commitment to make the Jacksonville International Airport valet service the airport industry leader in consistent, high-level customer service,” said AmeriPark Chief Executive Officer, Chip Patterson.
Along with the new service, AirValet offers their customers vehicle detailing. The daily rate for curbside valet is $22.

JACKSONVILLE, February 1, 2011 – The Jacksonville Aviation Authority (JAA) is pleased to announce that JetBlue Airways will be using Jacksonville International Airport (JAX) as its 31st inbound and outbound cargo station beginning tomorrow, February 2, 2011.
In an effort to grow their cargo network, JetBlue chose JAX due to the frequency of travel to New York’s John F. Kennedy International (JFK) and Boston’s Logan (BOS) airports, allowing for seamless cargo transfers at these airports’ onwards to more than 20 destinations. In addition, JetBlue will begin daily direct service between Jacksonville and Luis Muñoz Marín International Airport (SJU) in San Juan, Puerto Rico, in May 2011.
“We’re pleased JetBlue is expanding and investing in our airport at an even greater level,” said JAA Executive Director and CEO Steve Grossman. “This is a great show of confidence in Jacksonville by JetBlue.”

JetBlue generally offers three daily nonstop flights from JAX to JFK and daily nonstop service to BOS. One direct daily flight to SJU begins May 19.
Jacksonville International Airport Passenger Traffic up 3% in December
JACKSONVILLE, January 25, 2010 – The Jacksonville Aviation Authority (JAA) announced the number of passengers traveling through Jacksonville International Airport (JAX) rose 3 percent in December, making it the fourth consecutive month for passenger increase at the airport.
The total number of passengers last month was 455,148. That’s 12,524 more passengers as compared to those who passed through JAX in December 2009.
“These numbers are very encouraging, and we look forward to a new year that will provide more travel options for our customers at JAX,” said JAA Chief Executive Officer and Executive Director, Steve Grossman.
Additional service in 2011 includes Delta and American Eagle Airlines’ flights to Miami, Florida, JetBlue’s service to Puerto Rico and Southwest’s service to Denver, Colorado.
Nine daily departures were added by major carriers since December 2009 for a total of 93 daily departures by December 2010. The number of available daily seats on major carriers increased by more than 1,000 to a final total of 10,743 during the same time period.
JAA’s general aviation airports also experienced an upswing in operations traffic (landings and takeoffs) during year end. The number of operations at Jacksonville Executive at Craig Airport rose more than 10%. Cecil Airport posted a nearly 10% increase in its activities during the month of December.
Fuel sales are the best indicator of operations activity at JAA’s Herlong Recreational Airport. Herlong saw a 7% increase in fuel sales for October, November, and December, over the same period in 2009.
New Rates will Encourage use of all Parking Facilities /JAA Board Approves New Name for Craig Airport
JACKSONVILLE, January 24, 2010 – The Jacksonville Aviation Authority today approved a parking rate adjustment at Jacksonville International Airport (JAX) for the first time since June 2007.
The rate adjustments will become effective on February 1, 2011. The new rates are intended to encourage customers to utilize all parking facilities at JAX, and free up more spaces in the Hourly Garage for use by meeters and greeters.
JAA board members also approved the renaming of Craig Airport to Jacksonville Executive at Craig Airport.
The rates for the Daily Surface Parking and Economy lots 1 and 2 will be lowered by $2, while the parking rate for Economy lot 3 will be lowered by $5. The Hourly Garage and Daily Garage rates will each see a $2 increase.
The incremental rates in the garages and daily surface parking lot will remain the same at $1.50 per 20 minutes, or any portion thereof.
“We want to make sure that there are convenient and affordable parking options for all of our customers at JAX,” said JAA Chief Executive Officer and Executive Director, Steve Grossman. “We hope that these adjusted rates will offer a wider variety of parking options for our customers.”
Along with the new rates, the JAA will be introducing a Frequent Parker Program to JAX customers in the spring which will offer free parking with earned points. The JAA will also continue to grow its Premier Parking for business travelers due to the overwhelming response to the program.
JAX has a public parking facility capacity of approximately 8,724 parking spaces, which are comprised of two garages, one surface lot and three economy lots.

JACKSONVILLE, January 11, 2011 – Jacksonville International Airport (JAX) has recently been ranked as one of the top four airports in which art adds to the overall experience of travelers.
The other three airports on the London Observer’s list were Seoul Airport in South Korea, London’s Heathrow Airport and Amsterdam’s Schiphol Airport.
JAX received this recognition largely because of the public art that lines the walls of the airport in the Haskell Art Gallery where travelers can view a wide variety of artwork, and the new Observation Gallery currently exhibiting displays commemorating the 70 year history of Naval Air Station Jacksonville.
“We’re thrilled to receive this type of recognition and to know that our efforts to produce the best travel experience possible are appreciated,” said JAA Chief Executive Officer and Executive Director, Steve Grossman.
In addition to the two galleries, permanent art adorns the airport’s entrance roadway, ticketing and baggage claim area, restroom entrances in the two concourses, escalator space, large windows at the end of each concourse and the connector walkway between the two parking garages.
In March, a new, prominent art piece will be installed over the recently opened walkway between the ticketing area and center courtyard. Kiosks used to display temporary exhibits will also be installed in the walkway and post security in the concourses.
JAX was one of the first airports to institute an arts program back in the ‘90s and public art on display at airports is now becoming a growing trend internationally. The wide variety of artwork, which has been assembled by the Jacksonville International Airport Arts Commission, offers a unique pastime for travelers and visitors alike.
JAA Announces Significant Increase in Passenger and Cargo Traffic
JACKSONVILLE, December 14, 2010- The Jacksonville Aviation Authority (JAA) today announced that the number of passengers traveling through Jacksonville International Airport (JAX) rose 8 percent in November.
The total number of passengers last month was 472,778. That’s 35,021 more passengers as compared to those who passed through JAX in November 2009.
“This increase in passenger traffic is a good sign for the commercial aviation industry and our local economy,” said Michael Stewart, Director of External Affairs for the JAA. “We are hopeful these numbers continue to keep up through the busy holiday season and throughout the new year as airlines have actually added new flights to our JAX flight schedule in 2011.”

Total cargo traffic at JAX also increased more than 13 percent last month.

American Eagle Airlines adds additional Flights to Miami out of JAX
JACKSONVILLE, December 10, 2010 – The Jacksonville Aviation Authority (JAA) today announced that American Eagle Airlines has increased nonstop service between Jacksonville International Airport (JAX) and Miami International Airport (MIA), with the addition of two new flights effective April 5, 2011. American Eagle Airlines is the regional affiliate of American Airlines.
The additional flights will bring American Eagle’s daily departures from JAX to Miami to seven. American Eagle will operate its seven daily flights with a mix of 50-seat Embraer EMB-145 jets and 64-seat Super ATR aircraft.
“This is great news for our region’s business and leisure air travelers,” said Michael Stewart, JAA’s Director of External Affairs. “Locally, there is a huge demand for service to Miami since it is a prime location for business and tourism. We’re thrilled American Eagle has added these flights to our schedule, which gives our customers even more travel choices to an international hub.”
JAA announced last month Delta Airlines will begin daily nonstop service between JAX and MIA beginning in March, 2011. Delta plans to operate four departures and arrivals each day between the two Florida cities.

JAA Issues Tips for Air Travelers as Busy Thanksgiving Travel Season Nears
JACKSONVILLE, November 22, 2010 –The Jacksonville Aviation Authority today announced that October passenger traffic at Jacksonville International Airport (JAX) was up for the second consecutive month.
During the month of October, JAX recorded a total of 483,403 passengers, a slight increase over the 476,984 passengers in October 2009. In September this year, the passenger count inched up 2.85% over the same month last year.
“The back-to-back monthly passenger gains at JAX are encouraging signs that the commercial aviation industry continues to show improvement,” said JAA Executive Director/CEO Steve Grossman. “These positive indicators coupled with our recent announcements of increased flight schedules from JetBlue, Southwest and Delta all bode well for the coming year.”
JetBlue announced service from Jacksonville to San Juan, Puerto Rico, while Delta Air Lines announced added flights from Jacksonville to Miami and Southwest announced a new non-stop flight from Jacksonville to Denver.
Meanwhile, JAA officials suggest travelers departing JAX this busy Thanksgiving holiday season should plan to arrive at the airport at least 1½ hours before their scheduled departure time. JAA has also introduced lower parking rates for the Special Events Economy 3 Lot during the Thanksgiving holiday.

Northeast Florida’s Leading Aviation System Unveils New Names and Logos
JACKSONVILLE, November 22, 2010 – In preparation for its 10-year anniversary next year and to highlight its many successes, the Jacksonville Aviation Authority (JAA) today unveiled a new branding campaign designed to build better awareness of the city’s vibrant aviation system.
The branding campaign includes a new overall logo for the authority, new logos for each of its four airports, the renaming of three of the airports and new websites. JAA was created in 2001 by the Florida Legislature and has been using the same brand identity since then.
“The new ‘umbrella style’ logo concept integrates a more recognizable symbol of aviation while adding an element to represent each of the four airports in the system,” JAA Executive Director/CEO Steve Grossman said. “The connection to aviation in the old logo was less obvious and didn’t visually represent a four airport system icon”
The goal of the rebranding effort is to create a consistent brand across the four airports owned and operated by the Authority; Jacksonville International Airport, Cecil Field, Craig Airport and Herlong Airport. The rebranding effort will also be used as an opportunity to further educate the public about the distinctive differences between the four airports and the regional impact of the Authority.
Three of the four airports will be renamed as a result of the rebranding effort. Cecil Field will become Cecil Airport and Herlong Airport will become Herlong Recreational Airport. Craig Airport will be renamed Jacksonville Executive Airport (JAXEX) since its location not only makes air travel more accessible for executives, but also makes the Jacksonville business community more accessible to the world.
“The branding effort is designed to communicate not just ‘who we are,’ but what our commitment is as an organization to the way we provide service, conduct business and contribute to the region as an economic engine,” JAA Board Chairman Ernest Isaac, Jr. said. “With our 10th Anniversary as an independent Authority approaching, the time is ideal to communicate our solid record of performance and pledge our continued commitment to the pursuit of excellence well into the next decade and beyond.”
The Authority’s new logo system gives each airport its own unique identity while still fitting into a brand hierarchy for the JAA. The new logos include depictions of an airplane to symbolize the Authority, and a subtle nod to the bridges in Jacksonville that cross the St. Johns River.
The new brand will focus on the tagline; “Going Beyond, Daily.” This idea represents the mission of the JAA brand to serve Northeast Florida and Southeast Georgia by positively impacting the economy, the community and the experiences of everyone who comes in contact with the JAA.
“With this branding effort the goal is to introduce design and messaging that speak specifically to the region, capture the personality of each airport and the great spirit of JAA employees,” said John Montgomery, president of Big Communications, the consulting firm hired to guide JAA through the branding process. “We look forward to evolving the campaign over time to assist the Authority with its goals for the future.”
The JAA rebranding effort will be carried out through several phases over the next few years. The rebranding strategy includes changes in airport signage, purchased print and television media and new websites for the Authority and its four airports.

The Jacksonville Aviation Authority today announced its unaudited financial results for the 2009-2010 fiscal year, which ended Sept. 30, 2010.
The FY10 total operating revenue was $60.2 million and the total operating expense was $38.6 million. This resulted in an operating income, before depreciation, of $22.4 million for the authority, which manages Jacksonville International Airport (JAX), Cecil Field, Craig Airport and Herlong Airport.
These results boast an 8% increase over an operating income of $20.7 million in the previous year. The authority was also able to cut total expenses from $39.2 million last year to $38.6 million this year.
The total passenger activity at JAX experienced a slight decline of 2% from 5.7 million travelers in the previous year to 5.6 million this year.
“Given the difficult economic environment over the past year, we are extremely pleased with these positive financial results,” said JAA Chief Executive Office and Executive Director Steve Grossman. “The entire JAA team has once again risen to the occasion by increasing revenue, holding down costs and turning in another exemplary performance.”

David McConnell, area vice president of Waste Management Inc. of Florida, welcomed the news of the new service. He currently drives to Orlando twice a month to travel to Puerto Rico where Waste Management operates the island’s only two private landfills.
“This is great news for me,” McConnell said. “I won’t have to drive to Orlando. This also allows us to expand our operations in Puerto Rico. It’s very beneficial as we grow our business down there.”
Jerry Mallot, Executive Vice President of the Jacksonville Regional Chamber of Commerce, noted: “Jacksonville has a strong business relationship with Puerto Rico. Puerto Rico is the largest shipping destination from JAXPORT. There are major logistics companies doing business in both areas. This is a very much needed business service and is complemented by tourism and family interests as well.”
The addition of service between Jacksonville and San Juan underscores JetBlue’s commitment to Puerto Rico. JetBlue sees Puerto Rico as the cornerstone of growth in the Caribbean, and they are happy to be able to offer expanding flights at an affordable price to their customers.
JetBlue also announced that it will add a second daily flight from Jacksonville to Boston in May 2011.

The Jacksonville Aviation Authority (JAA) has received a grant from the Federal Aviation Administration (FAA) to develop a Spaceport Master Plan for Cecil Field. This award is part of the FAA’s new grant program designed to fund projects that develop and expand commercial space transportation infrastructure.
The FAA awarded $104,805 to the JAA for the Spaceport Master Plan. The project, which is estimated to cost $210,000, will begin in October and is expected to finish in December 2011.
The purpose of the Spaceport Master Plan is to set the direction for business and development related to the space industry at Cecil Field. JAA has contracted to work with RS&H, a local engineering consulting firm, on the project. The master plan project will be conducted in accordance with the guidelines set forth by the FAA with the assistance of Space Florida.
"The Jacksonville Aviation Authority is very honored to be chosen as a recipient of this grant,” said Todd Lindner, Senior Manager of Aviation Planning at JAA. “To the best of my knowledge, this is the first master plan directed at the development of an individual commercial spaceport, and we are hoping that this process will assist the FAA in the development of master plan standards to be used at other FAA licensed spaceports.”
The FAA’s Office of Commercial Space Transportation will administer the new Space Transportation Infrastructure Matching Grants Program. Under the law, the FAA can provide matching funds for specific projects being carried out by public entities involved in commercial space activities.
The United States’ space program has three sectors – civil, military and commercial. The FAA’s Office of Commercial Space Transportation is responsible for licensing, regulating and promoting the commercial-sector space industry. Since the office was created in 1984, the FAA has issued licenses for more than 200 launches, licensed the operation of eight FAA-approved launch sites known as spaceports.
The Cecil Field airport assets include four runways with full length parallel taxiways, 40 major buildings totaling 1.5 million square feet including hangar, warehouse, industrial and general-use space, and 537,000 square yards of aircraft parking apron.

The Jacksonville Aviation Authority (JAA), working with its major airlines, is opening a new lane at the security checkpoint designed to accommodate frequent flyers at Jacksonville International Airport (JAX). The new Preferred Passenger lane will help fill a need created when the Preferred Traveler Program was discontinued in June 2009.
The Preferred Passenger lane opens this Friday, Oct. 1, 2010.
Approximately 15 percent of all departing travelers through JAX fall into a “preferred customer” category, as defined by their respective airline.
Passengers traveling in the following categories are allowed to access the Preferred Passenger lane:
Air Tran: Elite, Business Class
American Airlines/Eagle: Priority, Access, AAvantage, Gold, Executive Platinum, Platinum, AAirpass
Continental: EliteAccess, Star Gold, Silver/Star Silver, Platinum/Star Gold

“The separation of frequent flyers from less experienced travelers will benefit both groups and make the screening process more efficient,” said Michael Stewart, Director of External Affairs.
At its monthly meeting yesterday, Jacksonville Aviation Authority elected Ernest Isaac, Jr. as chairman for the 2010-2011 fiscal year, which begins Oct. 1.
“We are looking forward to growing and developing our airport system,” said Isaac, “and we’re confident the coming fiscal year will be an exciting and productive one.”
The board is comprised of seven members. Three members are appointed by Jacksonville’s mayor, and four are appointed by the governor of Florida. Each board member serves a 4-year term.
The other 2010-2011 officers include Dr. Chester Aikens as Vice Chairman, Jack Demetree as Treasurer and A.L. Kelly as Secretary. Previously, Isaac served as Treasurer of the board and Aikens served as Secretary.
Isaac is the owner of Ernie Isaac Electrical Co, Inc., and was appointed to the board last year by Mayor John Peyton. Dr. Aikens, also a mayoral appointee, is a practicing dentist. The gubernatorial appointees are Jack Demetree, a Jacksonville businessman, and A.L. Kelly, who is an investigator with the State Attorney’s Office.
JAA Board members include immediate past Chair Deborah Pass-Durham, president of Potentiae, Ron Weaver, an insurance executive, and Cyrus “Russ” Jollivette, Blue Cross Blue Shield’s Group Vice President, Public Affairs.
