Disadvantaged Business Enterprise (DBE) Program

The Jacksonville Aviation Authority (JAA) strives to make it a priority to include minority and women owned businesses when seeking goods and services for its daily operation. Both DBE and Small Business Enterprise (SBE) programs have been implemented by JAA in support of this mission

DBE  Policy

The Jacksonville Aviation Authority has established a Disadvantaged Business Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation (USDOT) Title 49 Code of Federal Regulations (49 CFR) Part 26. The Authority receives federal financial assistance from the USDOT and as a condition of receiving this assistance, the Authority has signed an assurance that it will comply with 49 CFR Part 26.

The Authority implements a DBE Construction Goal based upon the type and intensity of construction related projects established for the fiscal year(s) and public input.

Disadvantaged Business Enterprise (DBE) Goal:

  • The DBE Goal for Fiscal Years 2011-2013 is 14.4% of USDOT federally funded projects.


The Authority, in accordance with 49 CFR Part 23, also provides a program for the participation of Airport Concession Disadvantaged Business Enterprises (ACDBEs) in Authority concession related contracting opportunities.  Separate Goals are established for both car and non-car rental concessions.

Airport Concession Disadvantaged Business Enterprise (ACDBE) Goals:

  • The ACDBE Car Rental Goal for Fiscal Years 2011-2014 is 3.7% of total estimated car rental concessions gross receipts.


  • The ACDBE Non-Car Rental Goal for Fiscal Years 2011-2014 is 12.7% of total estimated non-car rental concessions gross receipts.

Florida Unified Certification Program (FUCP)

The Authority is a NON-certifying member of the Florida Unified Certification Program (FUCP), administered by the Florida DOT, which provides one-stop certification to applicants seeking DBE certification in the State of Florida. Upon obtaining DBE certification through the FUCP, that certification will be honored by all FUCP members and will be listed in the State of Florida’s DBE Directory.  Links to the Florida DOT and the FUCP are provided below.

Small Business Enterprise (SBE) Program

The SBE program is a race and gender neutral program that encourages economic growth for local small businesses by providing opportunities to compete for business in the total procurement of JAA sponsored projects, goods and services

SBE Eligibility Criteria

- To be eligible for certification as a SBE, a business must meet all of the following criteria:

- Business must be independently owned and operated;

- Firm must be a for-profit small business as defined by the U.S. Small Business Administration   Regulations (13 CFR Part 121);

- Gross receipts averaged over a three (3) year period does not exceed 25% of the size standards as set for in the U.S. Small Business Administration Regulations (13 CFR Part 121);

- Majority owner must be a citizen or lawfully admitted permanent resident of the United States with Duval residency for one or more years prior to the application or have an established business in the normal market area (Duval, Clay, St. Johns, Nassau or Baker County) for three or more years prior to application plus residency in the normal market area (NMA) for one or more years;

- Personal Net Worth of $750,000 or less, excluding personal residence;

- Majority owner must maintain professional/business license;

  • Majority owner must have expertise;

The SBE application in now available to fill out on-line.  Once you have completed the form, then print, sign and mail it to the address provided on the application.

Process Time: The certification process is 6-12 weeks, depending on timeliness of information received.

For certification purposes, a Florida Corporation must be registered with the Department of State as a legitimate business entity.

SBE Re-Certification Process

JAA SBE’s renewing their existing certification should complete:

Local Preference Policy

The Jacksonville Aviation Authority recently implemented a Local Preference Policy in order to assist with the growth and development of our local economy.  Firms that qualify will be given points in the bidding process of goods and services solicited via the Authorities Procurement department.  For more information click link below.
