ARCHITECTURAL & ENGINEERING SERVICES FOR THE
CECIL AIRPORT EASTSIDE DEVELOPMENT SITE

Statements of Qualifications will be received by the Jacksonville Aviation Authority (JAA or the Authority) until September 24, 2019 at 2:00 PM (local time) to provide Architectural & Engineering (A/E) Services for the CECIL AIRPORT EASTSIDE DEVELOPMENT SITE, which project represents a grouping of substantially similar construction, rehabilitation, and/or renovation activities as defined by Fla. Stat. Ann. § 287.055 (2)(f)(2) and may include aircraft hangars, roadways, taxiway connectors and similar horizontal and vertical aeronautical and support facilities necessary for aviation operations, aircraft maintenance, aircraft storage and/or other aeronautical businesses, as well as to accommodate Cecil Airport expansion, growth and development. The desired A/E services shall be rendered in full compliance with the administrative and technical requirements of the Federal Aviation Administration, the Consultant's Competitive Negotiation Act (CCNA) and the Florida Department of Transportation. Construction inspection and related services may be completed as separate contracts by JAA.
It is JAA’s intent to award a contract based on its evaluation of each firm’s qualifications in relation to JAA’s specific needs for the project contemplated herein. Its reservations of rights notwithstanding, JAA will make an award hereunder following the selection of the best qualified Respondent and successful negotiations.
A pre-qualifications conference will be held September 10, 2019, at 10:00 AM (local time) at JAA Administration Building, 2nd Floor Training Room, 14201 Pecan Park Road, Jacksonville, FL 32218, after which time all questions must be submitted in writing and addressed to the JAA Procurement Department, Attn: Samantha Smid, and may be transmitted via e-mail to samantha.smid@flyjacksonville.com on or before September 13, 2019 at 5:00 PM (local time).
JAA has established a Disadvantaged Business Enterprise or DBE program goal of 20%. Good faith efforts notwithstanding, this goal represents a floor and not a ceiling, and shall be considered as one of several specified selection criteria.
A Statement of Qualifications shall be submitted in strict accordance with the requirements detailed in this solicitation, RFQ No. 19-39-42001, which may be obtained after 8:30 AM (local time) on August 30, 2019 by visiting www.flyjacksonville.com (click on “Bid Opportunities”).
