A/E CONSULTANT SERVICES

for the

Jacksonville Aviation Authority


In response to recent directives regarding COVID-19 – also known as Coronavirus – and its unforeseen impact upon the Jacksonville Aviation Authority (JAA) and its traveling public, JAA has instituted an electronic solicitation submission process which, as described herein, will be used for this RFQ.

 

Statements of Qualifications will be received by the Jacksonville Aviation Authority (JAA or the Authority) until Tuesday, May 25,2021 at 2:00 PM (local time) to provide Architectural and Engineering (A/E) Consultant Services associated with JAA’s Capital Improvement Programs and related projects for the Jacksonville International Airport, Jacksonville Executive at Craig Airport, Cecil Airport and Herlong Recreational Airport.  These services shall be rendered in full compliance with the administrative and technical requirements of the Federal Aviation Administration, the Consultant's Competitive Negotiation Act (CCNA) and the Florida Department of Transportation.

Questions regarding this bid must be received by 5:00 PM(local time) on Friday, May 14, 2021 for consideration.

 

This RFQ is a preparation document and shall not be considered or construed as a solicitation nor an obligation on the part of JAA to enter into an independent contract. The Authority will utilize the results of this RFQ in identifying Architectural and Engineering (A/E) Consultants and, if applicable, make a selection.

At its sole discretion, JAA reserves the right to award this solicitation to one or more Respondents. Following the selection of the best qualified Respondent(s) and subsequent negotiations, work will be ordered against the award contract(s) by individually priced Purchase Orders. 

 

JAA has established a Disadvantaged Business Enterprise or DBE program goal of 15%, which shall be considered as one of several specified selection criteria.  DBE goals are associated with federally funded projects; however, on projects that are JAA funded, JAA’s Small Business Enterprise or SBE program applies, under which businesses properly certified as a local DBEs or as a Jacksonville Small and Emerging Business or JSEB will be considered towards the satisfaction of this goal.  Nevertheless, in responding to this solicitation, each Respondent is required to provide a: (i) general statement as to whether or not it is committed to meeting or exceeding and, if so, to what percentage; and (ii) response to SECTION 4:  Disadvantaged and Local Small Business Opportunity Goals, below.

All Statement of Qualifications shall be submitted in strict accordance with RFQ No. 21-20-42001, which may be obtained on April 26,2021 from www.flyjacksonville.com, click on bid opportunities. Subject to JAA's discretion to waive minor irregularities, Responses received after the opening date and time will be rejected.

 

JAA, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42U.S.C. ?? 2000d to 2000d-4) and the Regulations, hereby notifies all those who may potentially respond to this solicitation that any contract resulting from this advertisement will be awarded fairly.  Disadvantaged business enterprises will be afforded a full and fair opportunity to submit a response to this solicitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
