Statements of Qualifications will be received by the Jacksonville Aviation Authority (JAA or the Authority) until April 2,2019 at 2:00 PM (local time) to provide Construction Management at Risk Services (CM at Risk) for the Jacksonville International Airport (JIA) Terminal Expansion.  These services shall be rendered in full compliance with the administrative and technical requirements of the Federal Aviation Administration, the Consultant's Competitive Negotiation Act (CCNA) and the Florida Department of Transportation. The project shall be constructed in accordance with the Construction Documents which will be prepared under separate contract. Civil and site work including grading, airfield apron and taxiway pavement, utility extensions and stormwater facilities may be included in the Construction Manager’s contract(s) or may be completed as separate contracts by JAA. 

It is JAA’s intent to award a contract based on its evaluation of each firm’s qualifications in relation to JAA’s specific needs for the project contemplated herein. A single contract will be awarded following the selection of the best qualified Respondent and successful negotiations. 

A pre-submission conference will be held March 5,2019, at 10:00 AM (local time) at JAA Administration Building, 2ndFloor Training Room, 14201 Pecan Park Road, Jacksonville, FL  32218, after which time all questions must be submitted in writing and addressed to the JAA Procurement Department,Attn:  Samantha Smid, and may be transmitted via e-mail to on or before  March22, 2019 at 5:00 PM (local time).

JAA has established a Disadvantaged Business Enterprise or DBE program goal of 15%, which shall be considered as one of several specified selection criteria.

A Statement of Qualifications shall be submitted in strict accordance with the requirements detailed in this solicitation, RFQ No. 19-20-42001, which may be obtained after8:30 AM (local time) on February 25,2019 by visiting (click on “BidOpportunities”).
