PROFESSIONAL ENVIRONMENTAL CONSULTANTSERVICES
for the
JACKSONVILLE AVIATION AUTHORITY
In response to recent directives regarding COVID-19 – also known as Coronavirus – and its unforeseen impact upon the Jacksonville Aviation Authority (JAA) and its traveling public, JAA has instituted an electronic solicitation process which, as described herein, will be used for this solicitation.
Statements of Qualifications will be received by the Jacksonville Aviation Authority (JAA or the Authority) until the Official Solicitation Due Date and Time of December 9, 2020, at 2:00 PM (local time) for Professional Environmental Consultant Services for the Jacksonville Aviation Authority’s Airport System, which includes: (i) Jacksonville International Airport; (ii) Cecil Airport; (iii) Jacksonville Executive at Craig Airport; and (iv) Herlong Recreational Airport. These services shall be rendered in full compliance with the administrative and technical requirements of the Federal Aviation Administration, the Consultant’s Competitive Negotiation Act (CCNA) and the Florida Department of Transportation. It is JAA’s intent to award a contract based on its evaluation of each Proposer’s qualifications in relation to JAA’s specific needs for the project contemplated in RFQ No. 21-05-42001.
It is also JAA’s intent to award a minimum of one contract; however, JAA reserves the right to award up to three different consultant contracts if, in its sole opinion, it is most advantageous to do so as outlined in RFQ No. 21-05-42001. Following selection of the best qualified consultant(s) and subsequent negotiations, JAA and the consultant(s) shall finalize the detailed scope of services required and a fee schedule appropriate for those services.

JAA has established a Disadvantaged Business Enterprise or DBE program goal of 15%, which shall be considered as one of several specified selection criteria.
JAA will receive Statements of Qualifications electronically via DemandStar.com until 2:00 PM (local time) on December 9,2020.

• Statements of Qualifications shall be submitted on the forms provided and may be manually, electronically, or digitally signed by the individual authorized to legally bind the company.
• Subject to JAA's discretion to waive minor irregularities, Statements of Qualifications received after the opening date and time will be rejected.
All Statements of Qualifications shall be submitted in strict accordance with RFQ No. 21-05-42001, which may be obtained on November 6, 2020 from www.flyjacksonville.com (click on “Bid Opportunities”) or DemandStar.com.
